INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD
Tuesday, August 27th, 2013
The meeting was called to order at 7:39 pm the in the Town Council Chambers on the 2nd Floor of the East Hartford Town Hall.

APPROVAL OF MINUTES

OLD BUISNESS
- Application #2013-011 for Richard P. Hayes, Jr, Trustee to conduct a regulated activity within an inland wetland and inland wetland upland review area to deposit clean fill to prepare a pad for future development on a property located at 400 Roberts Street.
Senior Project manager, Shannon Rutherford, spoke on behalf of the project along with soil scientist, George Logan.

Cmsr. Morrison moved to APPROVE the application with the following conditions:
- The permit is non-transferable without the written consent of the Town of East Hartford Inland Wetlands – Environment Commission.
- Soil sedimentation and erosion controls acceptable to the Town Engineer are to be maintained at all times.
- All work in the Inland Wetlands and/or Inland Wetland Upland Review Area shall be commenced within the expiration date of the Planning and Zoning approval. The activity shall be completed within one (1) year from the commencement of the activity.
- Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
- In evaluating this application, the Inland Wetlands - Environment Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
- Approval is granted based on the maps submitted with the application with plans dated July 23, 2013 and revised to.
- Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut that is responsible for the work.

NEW BUSINESS
- Application #2013-012 for Freemont Prestige I LLC to conduct a regulated activity within an inland wetland and inland wetland upland review area to expand an existing stormwater detention basin supporting a parking area expansion on a property located at 311 Prestige Park Rd.

- Application #2013-013 for the Town of East Hartford to conduct a regulated activity within an inland wetland and inland wetland upland review area to construct a multi-use recreational trail on a property located adjacent to Interstate 84 from Forbes Street to Simmons road and on a property located along Route 2 from the Charter Oak bridge to Willow Street.

Mr. Hammond came before the commission in regards to ATV activity on his property in the upland review area. He was advised to get a permit to continue the activity.
