MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

Tuesday, May 28th, 2013

The meeting was called to order at 7:35 pm the in the Town Council Chambers on the 2nd Floor of the East Hartford Town Hall.

APPROVAL OF MINUTES

Cmsr. O’Dea moved to APPROVE the April 23rd, 2013 Regular meeting minutes

OLD BUISNESS

  • Application #2013-006 for Goodwin College, Inc. to conduct a regulated activity within an inland wetland and inland wetland upland review area to maintain, rehabilitate and modify an existing dock within the Connecticut River located at 133 Riverside Drive.
Galen Semprebon, Zuvic Carr Associates, spoke on behalf of the application.

Cmsr. Morrison  moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Town of East Hartford Inland Wetlands – Environment Commission.
  • Soil sedimentation and erosion controls acceptable to the Town Engineer are to be maintained at all times.
  • All work in the Inland Wetlands and/or Inland Wetland Upland Review Area shall be commenced within the expiration date of the Planning and Zoning approval.  The activity shall be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands - Environment Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
  • Approval is granted based on the maps submitted with the application with plans dated January 24, 2013 revised to May 3, 2013.
  • Approval is granted to remove accumulated debris from the north side of the pier and dock once per year for the duration of this permit’s term, the applicant shall notify the Town Engineer 48 hours prior to conducting the annual work.
  • Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut that is responsible for the work.
  • Provide information to demonstrate that the proposed improvements are resistant to flood damage.

  • Application #2013-007 for Hazen and Sawyer, PC (Owner’s Representative for The Metropolitan District) to conduct a regulated activity within an inland wetland upland review area to construct a building to protect sewage screening equipment on a property located at 65 Pitkin Street.
Scott Bonnett, Project manager from Hazen & Sawyer, spoke on behalf of the application.

Cmsr. O’Dea moved to APPROVE the application with the following conditions:

  • On Sheet A-02, revise how the downspouts are drawn to depict their connection to underground piping.
  • The small building that is proposed to the west of the larger proposed screening building appears to be for a screening washer/compactor unit, clarify this with notes on the plans and provide layout dimensions to locate the building.
  • On sheet C-03, graphically depict and specify an area for the dumpster that the screenings will be deposited in.

  • Application #2013-008 for the Metropolitan District Commission to conduct a regulated activity within an inland wetland upland review area to rehabilitate an existing sewage pump station on a property located between 60 and 68 Mohawk Drive.

The Commission did not deem this to be a significant impact.

  • Application #2013-009 for Jose Carranquinha to conduct a regulated activity within an inland wetland upland review area to construct a concrete patio with retaining walls on a property located at 128 Arbutus Street.

The Commission did not deem this to be a significant impact.

MISCELLANEOUS

Commission needs to discuss if they want to have televised meetings.  This has been tabled to next months meeting since many members were absent this evening.
