INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

The meeting was called to order at 7:55 pm the in the Welling Conference Room on the 2nd Floor of the East Hartford Town Hall.

APPROVAL OF MINUTES

Cmsr. Watkins moved to APPROVE the January 22nd, 2012 regular meeting minutes after he noted that he was referred to as an Alternate Commissioner and that is not correct

OLD BUSINESS

a.      Application #2013-001 for Reed Builders, LLC to conduct a regulated activity within an inland wetland upland review area to construct a single family home and appurtenances located at 242 Hills Street which is a lot approved from the subdivision wetland application # 2011-009.
Jim Cassidy of HALLISEY, PEARSON, AND CASSIDY, spoke on behalf of the application.

Cmsr. O’Dea moved to APPROVE the application with the following conditions:
1.      The permit is non-transferable without the written consent of the Town of East Hartford Inland Wetlands – Environment Commission.
2.      Soil sedimentation and erosion controls acceptable to the Town Engineer are to be maintained at all times.
3.      All work in the Inland Wetlands and/or Inland Wetland Upland Review Area shall be commenced within the expiration date of the Planning and Zoning approval.  The activity shall be completed within one (1) year from the commencement of the activity.
4.      Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
5.      In evaluating this application, the Inland Wetlands - Environment Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
6.      Approval is granted based on the maps submitted with the application with plans dated October 25, 2012 and revised to February 5, 2013.
7.      Final plans are to be signed and sealed by the professional engineer or land surveyor licensed in the State of Connecticut that is responsible for the work.
8.      For the installation of the underground electrical service, graphically depict and add a note to specify for the replacement of the concrete sidewalk to the nearest score or construction joint.

b.      Application #2013-002 for Greater Hartford Transit District to conduct a regulated activity within an inland wetland upland review area to construct a Paratransit Operations Facility and appurtenances on a property located at 148 Roberts Street.

1.      The permit is non-transferable without the written consent of the Town of East Hartford Inland Wetlands – Environment Commission.

8.      Provide legible copies of the plans for the project.
9.      On Sheet S-2, provide additional existing contour information and labels along the eastern and western property boundaries.
10.     On Sheet S-2, graphically depict clearing limits for the proposed work and provide proposed elevation information for the proposed fueling pad.
11.     On sheet S-2, provide length and slope information on all proposed drainage piping and provide top of frame information for all manholes that are to be reset and structures that are to be converted.
12.     On sheet S-2, remove the Town of East Hartford inland wetland limit and upland review area.
13.     On sheet S-2, graphically depict all proposed grading and provide additional proposed spot grades, in areas adjacent to the eastern and western property boundaries the grading does not appear to tie into existing.
14.     On sheet S-2, clarify if the above-grade portion of sanitary lateral for the service building is to be insulated or buried.
15.     On sheet S-2, graphically depict and add notes to specify pavement sawcut and permanent pavement patch limits for the curbing work within Roberts Street.
16.     On sheet S-2, graphically depict and add notes to better define limits of each of the pavement treatments proposed.
17.     On sheet S-2, graphically depict and add notes to specify the installation of the underground electrical service to the service building.
18.     On sheet S-2, graphically depict and add notes to specify outlet protection, sediment filter berms to create fore-bays, and plantings within the stormwater management basin.
19.     On sheet S-3, provide additional dimensions to layout and locate the proposed parking area.
20.     On sheet S-3, clarify if there is two-way circulation to access the fueling area and provide for a means for service trucks to access the cell phone tower that is north of the proposed improvements.
21.     On sheet S-4, graphically depict all existing and proposed grading and use a symbol to specify inlet protection for all existing and proposed drainage inlets.
22.     On sheet S-4, revise the notes within the construction sequence and topsoiling notes to specify that all disturbed areas are to receive 6” of topsoil and turf is to be established.
23.     On sheet S-4, Revise the location of the sediment filter fence so that it coincides better with the limits of clearing and grading, additionally add provisions for access to the cell phone tower north of the proposed improvements.
24.     On sheet S-5, Provide details necessary to construct all proposed improvements including but not limited to: granite header detail, sign and sign mounting detail, mill and overlay detail, concrete fueling pad, fence and gate detail for dumpster, underground conduit, light, lightpole, and foundation details.
25.     On sheet S-5, revise the dumpster detail to specify a fence material, replace the permanent patch detail with the current east Hartford patch detail, make the curbing and sidewalk detail larger so that it is legible, and replace the concrete pedestrian ramp detail with one that is applicable to the project and specify a cast-in-place type detectable warning tile.

c.      Application #2013-003 for Richard P. Hayes, Jr, Trustee to amend an inland wetland map with field identified and surveyed inland wetland locations on a property located at 400 Roberts Street.

1.      In evaluating this application, the Inland Wetlands - Environment Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
2.      Approval is granted based on the maps submitted with the application with plans dated November 26, 2012.
3.      Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the state of Connecticut who is responsible for the work.
4.      Revise the development plan so that limits of development align with the subject properties boundary.

d.      Application #2013-004 for the Town of East Hartford Inland Wetland Environment Commission to revise and amend the inland wetland regulations to incorporate and reflect current State of Connecticut Department of Energy and Environmental Protection and State of Connecticut General Statutes language.

The application got postponed to the Public Hearing in March @ 7:00 pm


NEW BUSINESS
a.      Application #2013-005 for Reed Builders, LLC to conduct a regulated activity within an inland wetland upland review area to construct a single family home and appurtenances located at 210 Hills Street which is a lot approved from the subdivision wetland application # 2011-009.
