MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

The meeting was called to order at 7:30 pm the in the Welling Conference Room on the 2nd Floor of the East Hartford Town Hall.

APPROVAL OF MINUTES

Alt. Cmsr. Watkins moved to APPROVE the October 23rd, 2012 regular meeting minutes.

OLD BUSINESS

  • Application #2012-023 for The Town of East Hartford to conduct a regulated activity within an inland wetland upland review area to repair various roadways, their appurtenances, and associated work.  The roadways that are the subject of this application are portions of Berkeley Lane, Janet Drive, Penney Drive, and Sandra Drive.
Denise Horan, East Hartford Town Engineer, spoke on behalf of the application.

Cmsr. O’Dea moved to REMOVE the application from the table

Alt. Cmsr. Manns moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Town of East Hartford Inland Wetlands – Environment Commission.
  • Soil sedimentation and erosion controls acceptable to the Town Engineer are to be maintained at all times.
  • All work in the Inland Wetlands and/or Inland Wetland Upland Review Area shall be commenced within the expiration date of the Planning and Zoning approval.  The activity shall be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands - Environment Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
  • Approval is granted based on the maps submitted with the application with plans dated October 9, 2012.

  • Application #2012-024 for Buckeye Partners, L.P. to conduct a regulated activity within an inland wetland to excavate and inspect an anomaly in the pipeline and repair the pipeline if necessary on a property located at 301 East River Drive.
Sean Mitchell, EIT from ARCADIS, spoke on behalf of the application.  Thomas A. Loto, PE, BCEE from ARCADIS and Patrick Lafountain from Buckeye Partners were also present for the presentation of the application.

  • Application #2012-025 for Buckeye Partners, L.P. to conduct a regulated activity within an inland wetland to excavate and inspect an anomaly in the pipeline and repair the pipeline if necessary on a property located near 13 Jencks Street.
Sean Mitchell, EIT from ARCADIS, spoke on behalf of the application.  Thomas A. Loto, PE, BCEE from ARCADIS and Patrick Lafountain from Buckeye Partners were also present for the presentation of the application.
