MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

Tuesday, February 28, 2012

The meeting was called to order at 7:35 PM the in the Town Council Chambers on the 2nd Floor of the East Hartford Town Hall.

Commissioners Reik entered approximately nine minutes after the Chairman called the meeting to order.

Also present: Denise Horan, Town Engineer

Chairman Judith Shanahan made Alt. Cmsr. Watkins a voting member.


APPROVAL OF MINUTES
Cmsr. Watkins made note that an agent approval was not noted in January 24th, 2012 regular meeting minutes.

OLD BUSINESS

  • Application #2012-001 for Goodwin College to conduct a regulated activity within an inland wetland area adjacent to the Connecticut River to replace an existing picnic pavilion and appurtenances located at 10 South Meadow Lane which is an unimproved roadway to the west of High Street.
Galen Semprebon spoke on behalf of the application.

Cmsr. Watkins moved to  APPROVE the application with the following conditions:

  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.
  • Proper erosion controls are to be maintained at all times.
  • All work in the Inland Wetlands and/or buffer zone must be commenced within nine (9) years from the effective date.  The activity must be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
  • Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
  • Approval is granted based on the maps submitted with the application with plans revised to February 9, 2012.
  • Town staff shall review and verify that the proposed electrical improvements (i.e., ladder, base and concrete pad for relocating the meter and circuit breaker box) be designated on the final plans and the work performed in accordance with the final approved plans.

  • Application #2012-003 for Bruce M. Dana to conduct a regulated activity within an inland wetland and inland wetland upland review area to regrade a backyard and place soil to properly drain stormwater on a property located at 200 Ridgewood Road.

  • Application #2012-004 for Frank Borawski to conduct a regulated activity within an inland wetland upland review area to construct a stormwater management area along with drainage piping and other associated work on a property located at 133 Pitkin Street.

Cmsr. O’Dea moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.

  • All work in the Inland Wetlands and/or buffer zone must be commenced within nine (9) years from the effective date.  The activity must be completed within one (1) year from the commencement of the activity.

On the plan, graphically depict a proposed easement in favor of the subject property for the proposed drainage outfall.
On the plan, revise the grading of the berm for the proposed pond to have a minimum top width (level area) of 10’
  • On the site plan, provide a parking calculation table demonstrating that the proposed parking area meets requirements outlined within the zoning regulations.  Consult with the Town of East Hartford Inspections and Permits department to derive what number of parking spaces will be required.
  • Provide a simplified copy of the drainage report for the file.
  • Provide a copy of the revised plans and a drainage report to the Army Corps of Engineers for their review and approval.

  • Application #2012-006 for Jonathan Vosburgh to conduct a regulated activity within an inland wetland upland review area to construct a single family home and appurtenances located at 208 Hills Street which is a lot approved from the subdivision wetland application # 2011-009.
