MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

Tuesday, September 27th, 2011

The meeting was called to order at 7:35 PM in the Town Hall Council Chambers, East
Hartford Town Hall.

Chairman Judith Shanahan appointed Alt. Cmsr. Steve Watkins a voting member.

APPROVAL OF THE MINUTES
Alt. Cmsr. Watkins noted an error in the minutes.  In the New Business section of the minutes Alt. Cmsr. Watkins tabled the File #2011-017 for the next regular meeting on September 27, 2011 @ 7:30 PM not 7:00 PM.

Cmsr. Reik  moved to APPROVE the August 23rd, 2011 Regular meeting

OLD BUSINESS
A) FILE #2011-017:
Application #2011-017 for Pratt & Whitney Division of United Technologies Corporation to conduct a regulated activity within an inland wetland to install three groundwater monitoring wells adjacent to Willow Brook on their property located at 400 Main Street.
Joseph T. Trzaski, L.E.P., from Loureiro Engineering Associates, Inc. Senior Project Scientist, spoke to the Commission about this application and answered their questions.

Cmsr. O’Dea moved to REMOVE the application from the table

All in Favor, None Opposed, No Abstentions

Alt. Cmsr. Watkins moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.
  • Proper erosion controls are to be maintained at all times.
  • All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date.  The activity must be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
  • Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
  • Approval is granted based on the maps submitted with the application with plans dated: August 3, 2011.
  • On the plan sheet add a note specify that all excess material shall be disposed of off-site.

Public Act was passed for planning and zoning applications and it may impact the inland wetland Commission.

View Permit soft ware (web-based applications) is being used by the East Hartford Engineering Staff.
