MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

Tuesday, April 26th , 2011

The meeting was called to order at 7:33 PM in the Town Hall Council Chambers, East
Hartford Town Hall.

OLD BUSINESS
  • File # 2011-007
Application of Daniel R. DePietro.  (File # 2011-007)  To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with a two lot subdivision.  Located at # 951 Forbes Street, East Hartford, CT.

Cmsr. O’Dea moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.
  • Proper erosion controls are to be maintained at all times.
  • All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
  • Final plans are to be signed and stamped (ink & impression) by the relevant Professional Engineer, Land Surveyor, or Architect.
  • Add a note on the subdivision map specifying that lot 2 will require separate inland wetland commission plot plan approval.
  • Approval is granted as per plans submitted with the application dated March 28, 2011.

B)      File # 2011-008
Application of the Town of East Hartford.  (File # 2011-008)  Admendments to the Town’s Inland Wetlands – Environment Regulations to (a) add new sub-section pertaining to the protection of watercourses and (b) update the regulations to reflect changes in the Connecticut General Statutes.  
The application will be postponed until next month regular meeting on May 24th, 2011

NEW BUSINESS

A) File # 2011-009
Application of Premier Partners & Assoc., LLC.  (File # 2011-009)  To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with a 5 lot subdivision, new single family homes, driveways, walkways, steps, underground utilities and associated grading. Located at # 208 -250 Hills Street, East Hartford, CT.

Application of RA East Hartford, LLC (File # 2011-010) To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the construction of a new 11,800 S.F. pharmacy with drive through facilities and related infrastructure.  Located at 329 Ellington Rd, 550,552 School Street.

The Commission did deem this a significant activity

MISCELLANEOUS
A letter from Attorney DeCrescenzo was written to the Commission requesting a special meeting.  The Commission granted that request and the meeting will be held on June 20th, 2011 @ 7:00 PM.
