MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

Tuesday, November 23rd, 2010

The meeting was called to order at 7:42 PM in the Town Hall Council Chambers, East
Hartford Town Hall.

OLD BUSINESS


A) File # 2010-014
Application of Goodwin College.  (File # 2010-014)  To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the excavation 300 CY of contaminated soil.  Area to be backfilled with clean material.  Located at # 133 Riverside Drive, East Hartford, CT.
Robert Carr, Vice President of ZUVIC, spoke on behalf of the application.

Cmsr. McMahan moved to REMOVE the application from the table

Cmsr. Morrision moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.
  • Proper erosion controls are to be maintained at all times.
  • All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
  • Final plans are to be signed and stamped by the Professional Engineer or Land Surveyor licensed in the State of Connecticut who is responsible for the work.
  • On sheet 2, graphically depict proposed grading.
  • On sheet MD-1, add a soil stockpile detail, and specify a wetland seed mix for the turf restoration detail.
  • Provide a note on the plans specifying the soil scientist that identified the inland wetlands and on the final plans provide a signature from the soil scientist indicating that the depiction of the inland wetlands on the maps is substantially correct.
  • Approval is granted as per plans submitted with the application dated: revised to November 8, 2010.

B) File # 2010-015
Application of Goodwin College.  (File # 2010-015)  To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the excavation of 1,100 CY of contaminated soil 0-2ft below grade.  Area to be backfilled with clean material.  Located at # 135 Riverside Drive, East Hartford, CT.
Robert Carr, Vice President of ZUVIC, spoke on behalf of the application. An oil and water separator was installed and is being removed because it is helping to spread the contamination and the area will be restored as it was.

  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.

  • The inland wetlands on the previous plan submission appear to be from the Town of East Hartford inland wetland mapping and were referenced as such.  The inland wetland locations, as depicted on this submission, appear to be field identified and survey located.  Provide a note on the plans specifying the soil scientist that identified the inland wetlands and on the final plans provide a signature from the soil scientist indicating that the depiction of the inland wetlands on the maps is substantially correct.
  • On sheet PLE-1, clarify the grading note within the upland review area and provide additional grading information within the upland review area

C) File # 2010-016
Application of RA East Hartford, LLC (File # 2010-016) To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the construction of a new 11,800 S.F. pharmacy with drive through facilities and related infrastructure.  Located at 329 EllingtonRd, 550, 552  School Street.
The Commission Approved the request to withdraw the application of RA East Hartford, LLC (File # 2010-016).

D) File # 2010-017
Application of the Metropolitan District Commission.  (File # 2010-017)  To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the installation of a new 20’x30’ bulk storage tank building.  
Located at # 65 Pitkin Street, East Hartford, CT.
Mr. Scott Bonnet, Hazen Sawyer, Professional Engineer spoke on behalf of the application.

Cmsr. McMahan moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.

  • All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.

  • On the plans, clarify and revised the property boundary, the property line shown appears to be different from what is shown on the Town of East Hartford assessor mapping.
  • Revise the plan to include a soil stockpile area and dimensions to an additional point on the proposed structure for layout
  • Approval is granted as per plans submitted with the application dated: revised to November, 2010.

E) File # 2010-018
Application of Robert Hieronymus.  (File # 2010-018)  To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the construction of an addition to the existing structure, new deck, tool shed and a 4 inch sewer pipe, along with associated grading.  Located at # 34 Gorman Place, East Hartford, CT.
Mr. Robert Hieronymus, East Hartford Resident, spoke on behalf of his application.

F) File # 2010-019
Application of the Town of East Hartford.  (File # 2010-019) to conduct a regulated activity within the Inland Wetlands Buffer zone in conjunction with the 20010-2011 Pavement Rehabilitation, activities include bituminous overlays, pavement reclamation, handicap ramps, catch basins repairs, utility upgrades. Various streets located within the Town of East Hartford.
Denise Horan, Town Engineer, spoke on behalf of the application.  This activity is not in the inland wetland area.
