The meeting was called to order at 7:43 PM in the Town Hall Council Chambers, East

OLD BUSINESS

A) File # 2010-009

Application of Pratt & Whitney. (File # 2010-009) To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the Demolition site structures and the removal of piping. Located at # 1 Pent Road, East Hartford, CT.

Thomas Salimeno P.E., Vice President from L.E.A., addressed the Commission concerning the application. He assured the Commission that silt fence and crushed stone would be used in areas near the river so there would be as little impact to the inland wetland zone along with other details concerning the application.

The permit is non-transferable without the written consent of the Inland Wetlands Commission.
Proper erosion controls are to be maintained at all times.
All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
Final plans are to be signed and stamped by the Professional Engineer or Land Surveyor licensed in the State of Connecticut who is responsible for the work.
Revise the site plan set to utilize a 24”x36” paper size.
Provide more description and clarify on the plan what facility elements are being demolished, what elements are to remain, and the final restoration of the site.
Graphically depict all utilities, and add contours with elevation information to the plan.
Revise the proposed location and methods for erosion control to coordinate with site elements that are to remain, existing utilities, and topographic low-points.
Add a notes to the plans specifying that dust from demolition activities is to be controlled at all times and that the contractor shall be prepared at all times to sweep existing impervious surfaces at a frequency of no less than two weeks.
In some areas, erosion controls are proposed to be installed over existing fences and through wooded areas. Add notes specifying clearing of vegetation and fence removals for the sediment filter fence.
Add NRCS soils, and a construction sequence to the plans
Approval is granted as per plans submitted with the application dated: June 3^rd, 2010.

B) File # 2010-010

Application of Goodwin College. (File # 2010-010) To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the excavation of 6,500 CY of contaminated soil 0-6ft below grade. Area to be backfilled with clean material. Located at # 1-5 Riverside Drive, East Hartford, CT.

On sheet 2, revise the legend to include a gray shaded box denoting buildings that are to be removed.
On sheet 2, add a note to the plans specifying that the existing containment walls are to remain.
On sheet 2, clarify the restoration note to specify 6” depth of topsoil and turf is to be established on all disturbed areas.
On sheet 2, graphically depict proposed grading for the remediation areas, remove the lines depicting the proposed buildings, and remove from the drawing site features that have been removed.
On sheet 2, update the existing conditions information. For example there a number of stockpiles on the site that are not represented on the drawings.
On sheet 2, refine the fourth note from the top to additionally specify that all existing site features within the limits of excavation shall be removed.
Subject to revised estimate of 7,350 CY of contaminated soil to be removed.
Approval is granted as per plans submitted with the application dated: July 27^th, 2010.

C) File # 2010-011

Application of United Technologies Research Center. (File # 2010-011) To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the replacement of a pedestrian bridge, modifications include abutment stem, backwall, new bridge deck, and approach ramps. Located at # 427 Silver Lane, East Hartford, CT.

Stuart H. Harris, P.E for FUSS & O’NEILL, spoke on behalf of the application. He told the Commission that majority of the work in this project would be done at the end of the bridge. He estimated that 5 square feet of ground area would be disturbed at the pier location for removal and that the vegetation would be trimmed back and not removed.

The electrical conduit is depicted below the 100 year water surface elevation; revise the location of the conduit to a point above the 100 year water surface elevation.
Revise the approach slab detail to specify 6” of processed aggregate base for a foundation.
Approval is granted as per plans submitted with the application dated: September 13^th, 2010.

D) File # 2010-012

Application of United Technologies Research Center. (File # 2010-012) To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with Roadway and parking rehabilitation throughout the entire UTRC site. Activities include new pavement, striping, and minor grade changes. Located at # 411 Silver Lane, East Hartford, CT

Kristen E. Solloway, P.E., project manager from FUSS & O’NEILL, spoke on behalf of the application. There will be no disturbance of the inland wetland area. The construction will be done in phases for the parking lot. A letter of request was given to the Commission for a two year duration for the project to be completed instead of a one year duration since it will be done in phases.

Cmsr. O’Dea requested the Commission to consider making a motion to TABLE this application to next months meeting because of the number of Engineering Comments.

James Low, Director of Transportation Services with FUSS & O’NEILL, informed the Commission that if the application was TABLED to next months meeting it could effect the funding of the project. He also addressed the concerns of the storm drainage lines for the Commission.

Cmsr. O’Dea withdrew his motion to TABLE the application and the Commission agreed.

All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within Two (2) years from the commencement of the activity.
Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
Provide complete separate plan sets for each application and label them accordingly.
Provide construction details within each plan set for all proposed improvements.
On sheet GI-101, revise regulatory requirement note 1 to remove “Within local rights-of-way,” add a note specifying that all work shall be done in accordance with local and state regulatory permits and general permit registrations, and add a note specifying that construction modifications to the plans are subject to review and approval by the Town Planner and Town Engineer and may require additional permitting based on the scope of the changes.
On sheet GI-101, add a note specifying that all project benchmarks are to be protected during construction.
On the Site Demolition Plans, revise the maps to clarify their legibility, site elements beneath the cross-hatching that are to be removed are difficult to discern.
On the Site Demolition Plans, site lighting removals are generic; add notes to specify removal of lights, poles, foundations, and underground conduits where they are to be removed.
On the site Demolition Plan, add notes to specify that all pipes that are to be abandoned in place are to be plugged on either end and all drainage structures that are to remain shall be plugged if a pipe is specified to be removed from the structure.
On sheet CP-103, revise the note that is south of building L to read “remove yard drain”.
On sheet CP-103, on the east side of building L there are two drainage pipes extending eastward into the large parking area, add notes to the plan to specify what is to be done with these pipes.
On sheet CP-103, on the southeastern side of the sheet there is an object within the area to have pavement removed. If this site element has been removed delete it from the plan or specify that the object be removed.
On sheet CP-103, on the south side of the sheet there are two areas of fence that will need to be removed and relocated or reset to accommodate a weir and a headwall. Also there appears to be some trees and a bollard that will need to be removed to install the headwall and associated piping. Revise the plan to account for this work.
On sheet CP-103, at the north end of the sheet add a note specifying the removal of a headwall.
On sheet CP-104, there appears to be a sprinkler system north of building B, if this is an exterior irrigation system, add a general note to the plan to specify its removal and its replacement if it is to remain in service.
On sheet CS-103, extend the sidewalk at the north end of the sheet eastward to the paved area.
On sheet CS-103, at the southern end of the sheet there is a section of sidewalk that is missing concrete pedestrian ramps, revise the plan to include concrete pedestrian ramps on the sidewalk. Add a detail to the plans for all types of pedestrian ramps, detail shall include a cast-in-place detectable warning strip.
On the Grading and Utilities sheets, revise the existing sanitary sewer and other utilities so that they are legible and underground structures are represented by symbols that are approximate to the physical size of the structure.
On the Grading and Utilities sheets, there appear to be a number of instances where conflicts appear to exist between the proposed utilities and existing utilities. And in most cases, testpits are required to locate the existing utilities. Revise and document on the plans how each of the conflicts will be addressed; include all testpit results on the plans.
On the Grading and Utilities sheets, revise the plans to provide a top of frame elevation for all manholes that are to be reset and graphically depict on the plans all of the proposed underground conduit for the proposed site lighting.
On sheet CG-103, revise the storm drainage and grading at the southeast corner of the sheet to provide for a foot of freeboard within the proposed catch basins and add crushed stone armoring to the basin outlet weir.
On sheet CG-103, revise the location of catch basin P6 northerly to a point that is on top of the existing pipe that is to be connected to it.
On sheet CG-103, revise the proposed storm drainage to have a minimum slope of 0.50%.
On sheet CG-103, conduct testpits within the area of the proposed rain gardens and add the testpit logs to the plans.
On sheet CE-101, there is a proposed soil stockpile on top of what appears to be an existing utility structure. Revise the location of the stockpile and add all existing and proposed utilities to the erosion and sediment control plans.
On sheet CE-101, provide erosion controls for the proposed channel dredging and headwall installation at the northern and southern parts of the sheet respectively. Additionally, provide inlet protection for the rain garden inlets.
On sheet CE-104, revise the location of the sediment filter fence within the proximity of the existing pedestrian bridge to avoid existing landscaping and trees on the south end and to avoid the bridge on the north end.
On the landscaping sheets, provide additional perimeter trees to meet the minimum required by zoning.
On sheet LP-103, revise the sheet to provide for restoration of the dredged channel on the northern part of the sheet and for the proposed headwall on the south end of the sheet.
Revise the specification for accessible parking signs to be bollard mounted.

Within the drainage report, revise the key maps so that they are legible and can be used for reviewing the computations.

Within the drainage report, provide a narrative stating all assumptions and an explanation of why minimum standards are not being met by the proposed design.

Within the drainage report, revise the drainage area map to include all areas that are tributary to the storm drainage systems that are being analyzed.

Within the drainage report, demonstrate a cleaning velocity of 3 feet per second within pipes that are proposed to be installed at a grade less the 0.50%.
Approval is granted as per plans submitted with the application revised to: September 13^th, 2010.

Application of the Town of East Hartford. (File # 2010-013) To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the installation of a water level monitoring system. Located at 143 Pitkin Street, East Hartford, CT.

Denise Horan, Town Engineer, spoke on behalf of Mr. Bill Taylor in regards to the application. She explained that there would be vertical and horizontal piping that would lead back to the pump station building and that very little would be disturbed in the area.
