MINUTES FOR THE
INLAND WETLANDS- ENVIRONMENT COMIMISSION OF
THE TOWN OF EST HARTFORD

The meeting was called to order at 7:30 PM in the Town Hall Council Chambers, East
        Hartford Town Hall.

OLD BUSINESS
A) File # 2010 – 004
Application of Acquisition Holdings, LLC. For a map amendment to the Town of East Hartford Wetlands Map Number 2 of 34.  Located at No. 329 Ellington Road, 550 School Street, and No. 552 School Street, East Hartford, CT.

Cmsr. McMahan moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.
  • In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
  • Approval is granted as per plans submitted with the application dated: April 29, 2010
  • This application is for a wetland map amendment and as such a separate permit application will be required for the plan to construct the proposed improvements.
  • On the application, provide a telephone number for the owner.
  • Provide more detail within the soil scientist report, additional information shall include but will not be limited to: soil sampling methods, detailed description of on-site NRCS soils, method used to field locate wetland flags, more detail on the functions and values of the wetland, and outcomes of a review for Natural Diversity Database areas of concern.
  • Revise the plans to graphically depict all watercourses, including the tributary adjacent to the Town’s drainage pipe, revise the buffer areas accordingly.
  • On sheet 1, Inland Wetlands Overlay Plan, add or revise:
  • the NRCS soils to the plan
  • a certification block for the soil scientist to the plan
  • revise/clarify the existing/proposed buffer limits to include the 200’ offset from the edge of watercourse
  • add property line labels to clarify the limits of the subject parcels
  • revise the buffer quantities within the inland and watercourse table
  • add a legend to the sheet to describe the meaning of various lines on the plan.
  • On sheet 2, Inland Wetlands Overlay Plan, graphically depict the Town’s drainage easement and pipe on the southern side of the parcel.

A) File # 2010 – 005
Application of Trinity College Facilities Dept.. To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the replacement of existing floats, along with the installation of an additional platform and pedestrian ramp to extend a dock further into the water. Located at No. 55 Riverside Drive, East Hartford, CT.

B) File # 2010-006
Application of David Holmes, To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the movement of 2 cubic yards of material from one site on the property to another.  Located at # 1008 Forbes Street, East Hartford, CT.

C) File # 2010-007
Application of Goodwin College.  To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the excavation of a 1 foot wide by 3 foot deep trench for the installation of pvc pipes to connect bioventing wells. Located at # 195 Riverside Drive, East Hartford, CT.

Application of Goodwin College.  To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the excavation of 10,305 CY of contaminated soil 0-15ft below grade.  Area to be backfilled with clean material.  Located at # 1-5 Riverside Drive, East Hartford, CT.
