PUBLIC HEARING MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD
Tuesday, October 27th, 2009
The meeting was called to order at 7:00 PM in the Town Hall Council Chambers, East
Hartford Town Hall.

Application of Goodwin College, to conduct a regulated activity within the Inland Wetlands Buffer zone in conjunction with removal of contaminated soil 12-16 feet below grade, area to be backfilled with clean fill to existing grade, located at 195 Riverside Drive.
Everett Milam representing Goodwin College gave a description of how they were going to remove the contaminated soil.

Application of Goodwin College, to conduct a regulated activity within the Inland Wetlands Buffer zone in conjunction with removal of contaminated soil 0-4 feet below grade, area to be backfilled with clean fill to existing grade, located at 133 Riverside Drive.
Everett Milam representing Goodwin College gave a brief description about the water treatment.

Application of Kleinfelder East, Inc., to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with demolition of the former Mobil gas station, located at No. 1083 Burnside Ave. Other modifications to the site include the removal of impacted soils, and associated grading with the restoration of the site.
Mark R. Habedank, Project Manger, spoke on behalf of the application.
Brain J. McCann, Project Geologist, also spoke briefly on behalf of the project.

OLD BUSINESS
A) File # 2009-020
Application of Antonio Carreiro, to conduct a regulated activity within the Inland Wetlands Buffer Zone in conjunction with the expansion of farming activities, other modification include 2 wetlands crossing and associated grading.
Robert Amantea, P.E and L.S, gave a description as to the activities that were going to
take place in the Inland Wetland Buffer Zone relating to the farming activity.
Soil Scientist Thomas Pietras also spoke on his findings with the application

Cmsr. Dowden moved to APPROVE the application with the following conditions:
- Final plans and computations are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
- Provide a soil scientist certification on the plans depicting the field location of the inland wetlands.
- On sheet 4 of 5, Provide soil erosion and sediment controls for constructing the proposed improvements shown on the plans; include information on how sediment will periodically be removed in the future.
- On sheet 4 of 5, revise the quantities of wetland disturbance at wetland crossing #1 to reflect the proposed improvements.
- The permit is non-transferable without the written consent of the Inland Wetlands Commission.
- All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
- Written notice shall be submitted to the Town Engineer (48) hours prior to the starting date of the approved activity.
- In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
- Approval is granted as per plans dated August 10th, 2009 revised to October 14th, 2009.
- These conditions shall extend to work completed and work proposed in plans.

Application of Goodwin College, to conduct a regulated activity within the Inland Wetlands Buffer zone in conjunction with removal of contaminated soil 12-16 feet below grade, area to be backfilled with clean fill to existing grade, located at 195 Riverside Drive.

- Provide a note on the plans specifying that contaminated groundwater from excavation activities will be pumped to an on-site dewatering treatment system according to the State of Connecticut Department of Environmental Protection Groundwater Remediation Wastewater Directly to Surface Water general permit requirements.
- Provide a note on the plans specifying that all disturbed areas are to be restored with turf.
- The permit is non-transferable without the written consent of the Inland Wetlands Commission.
- All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
- Written notice shall be submitted to the Town Engineer (48) hours prior to the starting date of the approved activity.

- Provide a note on the plans to restore the existing pavement located to the west of the existing building; provide a detail on the plans for the proposed pavement.

- All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
- Written notice shall be submitted to the Town Engineer (48) hours prior to the starting date of the approved activity.

Cmsr. McMahan moved to APPROVE the application with the following conditions:
- Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor. Survey is to be signed by the Soil Scientist certifying the inland wetland locations shown.
- Provide a narrative describing alternatives considered to the current proposal per section 8.4.f and 8.6.e of the inland wetlands regulations.
- Provide information on what is planned to be done with the contaminated groundwater removed from the excavation if encountered during remediation.
- Provide a note on Figure 6 specifying that all areas disturbed by the remediation activities are to be restored with 6” topsoil and turf established unless specified otherwise.
- On Figure 3, provide more detail on how the sanitary manhole is to be abandoned.
- On Figure 3, revise the call before you dig note to include the telephone number should another call need to be made.
- On Figure 3, provide the name and contact information for the individual that will be responsible for maintenance of the proposed erosion controls.
- Add the proposed construction schedule within the application addendum to Figure 3.
- On Figure 6, provide labels for the various surface treatments and site features to depict how the site is intended to appear once remediation activities are complete.
- The permit is non-transferable without the written consent of the Inland Wetlands Commission.
- All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
- Written notice shall be submitted to the Town Engineer (48) hours prior to the starting date of the approved activity.

Application of The Town of East Hartford to conduct a regulated activity within the Inland Wetlands Buffer zone in conjunction with the 2009-2010 Pavement Rehabilitation, activities include bituminous overlays, pavement reclamation, handicap ramps, catch basins repairs, utility upgrades. located at Collimore Rd., Goodwin St., Hillside St., Roberts St., and Sedgwick Rd.

Cmsr. Dowden had concerns regarding the work that was being done on the river on Walnut Street. Denise Horan, Town Engineer addressed Cmsr. Dowden’s concerns and gave a verbal report of the activity.

- Town staff is making some changes to the front page of the Inland Wetland applications
