MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

The meeting was called to order at 7:32 PM in the Town Hall Council Chambers, East
Hartford Town Hall.

APPROVAL OF MINUTES

Cmsr. Reik moved to APPROVE the minutes of the March 24, 2009 regular
meeting.

OLD BUSINESS

A)  File # 2009-007
           Application of The Town of East Hartford, to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the removal of an existing concrete block retaining wall located at No. 139 Maple Street. Other modifications to the site include the installation of concrete stairs, removal of a 30” maple tree, regrading of slopes 3:1, and minor brush clearing.
Denise Horan, Town Engineer of East Hartford, gave a brief description about the application.

Cmsr .Reik moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.
  • Proper erosion controls are to be maintained at all times.
  • All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer (48) hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
  • Approval is granted as per plans submitted with the application dated 1/07/2009

B)  File # 2009-008
           Application of Subby Magro, to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the construction of a single-family house located at No. 163 Hills Street, subdivision lot # 2, Magro Subdivision. Other modifications to the site include the installation of underground utilities, driveway, and associated grading.
Neither the applicant nor his engineer appeared to present the project.
Denise Horan, Town Engineer of East Hartford, stated some of the comments that the
engineering department had regarding this application since the applicant was absent
from the meeting.

Chairman Judith Shanahan made a decision to leave this application on the table.

                C)  File # 2009-009
           Application of Jacques Development, LLC, agent for Paul Zocco, to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the construction of a single-family house located at No. 47 Piper Lane, subdivision lot # 6, Eden East Subdivision. Other modifications to the site include the installation of underground utilities, driveway, and associated grading.
Paul Jacques from Jacques Development spoke on behalf of the application.

  • Comply with all requirements of the “Plot Plan Review Check List” – see attached copy. (Information provided incomplete)
  • Provide information of there is a gas main in Piper Lane – label accordingly. (Depict existing gas main and proposed connection on the plan.  Include Town of East Hartford detail for permanent pavement patch)
  • Provide lines and labels for easement located along the southerly side of the site. (Add “Width & Grantee undefined in Land Records” to the Right-of-Way note on the plans.)
  • Provide proposed spot grades at the four corners of the house. (Clearly differentiate between existing and proposed spot grades.)
  • Provide proposed spot grades at points extending 25 feet in the front and rear and 10 feet on the sides – maximum slope is 5% as per section 8.8B of the subdivision regulations. (Revise grading at western edge of driveway and other areas around foundation; proposed grading exceeds 5%.)
  • Provide “Call Before You Dig” note on the plans. (Add note with telephone number to map.)
  • Approval is granted as per plans submitted with the application dated 3/09/2009 Rev: Thru 4/17/2009.

D)  File # 2009-010
           Application of Pent Highway Associates, LLC, requesting a permit for a two-lot subdivision located at No. 166-200 Prestige Park Rd
Kevin Johnson of Close, Jensen & Miller, spoke on behalf of the application and gave a brief description for the
Commission.

E)  File # 2009-011
          Application of Pratt & Whitney, to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the construction of a new driveway approach from Willow Street with associated grading located at No. 400 Main Street.
Jim Low of Fuss & O’Neill spoke on behalf of the application and gave a brief description to the
Commission in regards to pedestrian safety.

Cmsr .McMahan moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.

  • All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer (48) hours prior to the starting date of the approved activity.

  • Coordinate the standard pavement detail on sheet C-502 to the buried conduit detail on sheet L-102.
  • Approval is granted as per plans submitted with the application dated 3/2009 Rev: Thru 4/10/2009

           Application of Isabelle Denault, to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the removal of an existing in-ground swimming pool and deck, and regrading of the site located at No. 31 Palmer Drive.

            Application of Jessie K. Handel and Robert D. Handel, to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the installation of two sanitary sewer laterals located at no. 1441 Forbes Street, (Homestead Farm Dairy), and no. 1455 Forbes Street.
