MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

Tuesday, November 25, 2008

The meeting was called to order at 7:30 PM in the Town Hall Council Chambers, East
Hartford Town Hall.

APPROVAL OF MINUTES
Cmsr. Robert Carr noted that on the minutes for the Public Hearing the Pewter Pot
needed to be written as the Pewter Pot Brook.

Cmsr. Reik noted that on the minutes for the regular meeting Alt. Cmsr.Jeffery Curry
needed to be changed to Alt. Cmsr. Jeffrey Currey.

Cmsr. Carr moved to APPROVE the minutes of the October 28, 2008 Public Hearing

Cmsr. Reik moved to APPROVE the minutes of the October 28, 2008 regular
meeting.

OLD BUSINESS
A)  File # 2008-016
           Application of the Town of East Hartford to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the demolition of a two story house and barn located at No. 396 Forbes Street. Other activities include the backfilling of the foundation and the removal of impacted material and the placement of topsoil in the vicinity of the barn.
Denise Horan, Town Engineer, spoke on the plans prepared by the Town Engineering
Staff.

Cmsr.Carr  moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.
2.   Proper erosion controls are to be maintained at all times.
3.  All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
4.  Written notice shall be submitted to the Town Engineer (48) hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
  • Approval is granted as per plans submitted with the application dated 9-29-08.

NEW BUSINESS
     A)  File # 2008-017
           Application of Rocamora Acquisitions, LLC to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the development of an eighteen-lot residential subdivision located at No. 285 Long Hill Street (Assessors map No. 61, lot 3).
Cmsr. O’Dea moved to RECEIVE the application

The Commission deemed this application to be a significant activity.
