MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

The meeting was called to order at 7:30 PM in the Town Hall Council Chambers, East
Hartford Town Hall.

APPROVAL OF MINUTES
Cmsr. Carr moved to APPROVE the minutes of the February24, 2009 Public Hearing
meeting.

Alt. Cmsr. Jeffrey Currey noted that his first name was misspelled on last months regular
meeting minutes and that it should be changed from Jeffery to Jeffrey.

meeting.

OLD BUSINESS


A)  File # 2009-004
           Application of Burnham Meadows, LLC, to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the construction of a single-family house located at No. 325 King Street, subdivision lot # 5, Burnham Meadows Subdivision. Other modifications to the site include the installation of underground utilities, driveway, and associated grading.
Mr. Jetmore of Burnham Meadows answered some questions from the Commission.  The
Commission wants to make sure the conditions are met.

Cmsr. Dowden moved to REMOVE the application from the table

Cmsr .Carr moved to APPROVE the application with the following conditions:
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.
2.   Proper erosion controls are to be maintained at all times.
3.  All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
4.  Written notice shall be submitted to the Town Engineer (48) hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
  • Approval is granted as per plans submitted with the application dated 1/29/09, revised to 2-23-09.
  • Final plans are to be signed and stamped, (ink & impression), by the Land Surveyor and Professional Engineer.
  • Provide proposed contour 49 along the access driveway – label accordingly.
  • Revise proposed grading along the rear yard – maximum slope is 3:1.
  • Revise the location of the “hammerhead” on the proposed driveway – use AASHTO P24 turning template.
  • Provide additional labels for radii along driveway.
  • Provide additional labels in the legend – existing and proposed iron pins.
  • Check with the MDC if they require a minimum clear distance between sanitary sewer laterals – label accordingly.
  • Provide additional information on the drywell detail – label unit as precast concrete, filter fabric around stone and details for access manhole.
  • Provide TF elevations, (plus or minus), for access manhole on drywell.
  • Provide labels for schedule of PVC roof drains.
  • Provide a detail for the sanitary sewer cleanout detail – provide a cast iron cover with sleeve – show cap on top of pipe.

    B) File # 2009-005
          Application of Burnham Meadows, LLC, to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the construction of a single-family house located at No. 327 King Street, subdivision lot # 6, Burnham Meadows Subdivision. Other modifications to the site include the installation of underground utilities, driveway, and associated grading.

  • Revise the location of the proposed house – limits of 25’ rear yard encroaches into the conservation easement.
  • Revise grading to eliminate low spot (contour 50) in rear yard. Revise limits of grading and erosion control measures accordingly.
  • Provide additional labels in the legend – existing and proposed iron pins.
  • Check with the MDC if they require a minimum clear distance between sanitary sewer laterals – label accordingly.
  • Provide additional information on the drywell detail – label unit as precast concrete, filter fabric around stone and details for access manhole.
  • Provide TF elevations, (plus or minus), for access manhole on drywell.
  • Provide labels for schedule of PVC roof drains.
  • Provide a detail for the sanitary sewer cleanout detail – provide a cast iron cover with sleeve – show cap on top of pipe.  
  • Revise grading of the driveway vs grades along access driveway.
  • Provide a proposed spot grade, (approx 52.7), between lots 6 and 7 – provide labels showing direction of flow.
  • Revise the layout of water and sewer laterals to lot # 7 – locations need to be consistent between sheets.
  • Provide additional silt fence around the well to be abandoned.

  • Provide additional erosion and sedimentation control measures along the southwesterly side of the driveway/utility easement.
  • Provide information as to the drainage patterns along the northeasterly corner of the site – provide existing spot grades as required.

           Application of The Town of East Hartford, to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the removal on an existing concrete block retaining wall located at No. 139 Maple Street. Other modifications to the site include the installation of concrete stairs, removal of 30” Maple tree, regrading of slopes 3:1, and minor brush clearing.
