MINUTES FOR THE
INLAND WETLANDS- ENVIRONMENT COMIMISSION OF
THE TOWN OF EST HARTFORD

The meeting was called to order at 7:05 PM in the Town Hall Council Chambers, East
        Hartford Town Hall.

Chairman Shanahan appointed Alt. Cmsr. Michael Brinius as a voting member.

OLD BUSINESS

A) File # 2010 – 005
Application of Trinity College Facilities Dept.. To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the replacement of existing floats, along with the installation of an additional platform and pedestrian ramp to extend a dock further into the water. Located at No. 55 Riverside Drive, East Hartford, CT.

Blake Peters, Waterfront Engineer from Bourne Consulting Engineering, spoke on behalf of the application explaining the activity that would be taking place with the pedestrian ramp.
Bill Licata, Chief Operating Officer from ACG North America, Inc. also spoke on behalf of the application.

Cmsr. McMahan moved to REMOVE the application from the table

All in Favor, None Opposed, No Abstentions

Cmsr. Morrision moved to APPROVE the application with the following conditions:
  • Approval is granted as per plans submitted with the application dated: Amended June 26th 2010.
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.
  • Proper erosion controls are to be maintained at all times.
  • All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
  • Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
  • In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
  • Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.
  • The proposed improvements are subject to permits issued by the Town of East Hartford planning and zoning commission.  As such, these subsequent permits may require modification of the inland wetland permit issued for this application.

B) File # 2010-007
Application of Goodwin College.  To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the excavation of a 1 foot wide by 3 foot deep trench for the installation of pvc pipes to connect bioventing wells. Located at # 195 Riverside Drive, East Hartford, CT.

Krunal Patel, Environmental Engineer from Zuvic Associates, Inc., spoke on behalf of the application.

Cmsr. Morrision moved to APPROVE the application with the following conditions:
  • Approval is granted as per plans submitted with the application dated: June 4th 2010.
  • The permit is non-transferable without the written consent of the Inland Wetlands Commission.
