INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

The Public Hearing was called to order at 7:00 PM in the Town Hall Council Chambers, East Hartford Town Hall.
A) File # 2008-009
Application of David A. Caron to conduct a regulated activity within the Inland Wetlands and buffer zone in conjunction with the construction of an industrial building located at No. 53 Alna Lane, (Assessor’s Map 39, Lot 148). Other activities on the site include the installation of utilities, construction of a parking lot and associated grading.
Galen Semprebon spoke on behalf of the application and gave a brief summary regarding a
9300sq. ft. industrial building.
No citizens to speak.
B) File # 2008-010
Application of Pacesetter Construction Corporation to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the construction of an industrial building and parking lot located at No. 411 Burnham Street. Other activities on the site include the installation of a storm drainage system and associated grading.
This application has been postponed until the next Public Hearing on 10.28.08 upon request from the applicant.
The Public Hearing was closed at 7:10 PM.

The meeting was called to order at 7:30 PM in the Town Council Chambers, East Hartford Town Hall.

APPROVAL OF MINUTES
Cmsr. O’Dea made note of an error on last months’ minutes regarding his recorded title change from an Alternate to Commissioner.
Cmsr. O’Dea moved to APPROVE the minutes of the: August 26, 2008 public hearing, August
26, 2008 and September 9, 2008 meetings.
Alt. Cmsr. McMahan seconded.
All In Favor, None Opposed, Cmsr. Carr Abstained from the September 9, 2008 meeting only.
OLD BUISNESS
A) File # 2008-009
Application of David A. Cmsr. Carr moved to APPROVE the application with the following conditions:
1. The permit is non-transferable without the written consent of the Inland Wetlands Commission.
2. Proper erosion controls are to be maintained at all times.
3. All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
4. Written notice shall be submitted to the Town Engineer (48) hours prior to the starting date of the approved activity.
5. In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended, or revoked.
6. Approval is granted as per plans submitted with the application dated 3-10-08, revised to 9-22-08.
7. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
8. Provide label on the cover sheet – Inland Wetlands Application.
9. Provide an Operation and Maintenance plan for the site.

Application of Kevin Townsend to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the construction of a new single- family house located on a vacant parcel of land at No. 29 Bellew Road (Assessor’s map 36, lot 162). Other modifications to the site include the installation of utilities, driveway, and associated grading.
Kevin Townsend spoke on behalf of his application to purchase a lot and build a house on it.

Cmssr. Carr moved to APPROVE the application with the following conditions:

8. Revise the lines and labels for limits of clearing along the southerly side of the site – limits of clearing are to follow the top of bank (existing contour 50).
9. Revise the limits of the proposed driveway – provide a minimum of 5 feet off the property line.
10. Provide a double row of silt fence along the southerly side of the site.
11. Revise the location of the material stockpile area to a point as far north on the site as possible.

D) File # 2008-013
Application of James D. Giulietti to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the removal and filling in of an existing in-ground swimming pool located at No. 208-210 Main Street.
James D. Giulietti spoke on behalf of his application and reassured the Commission that the pool
needs to be filled on this piece of property and that it does not impact the wetlands in any way.

Application of the Metropolitan District Commission to conduct a regulated activity within the Inland Wetlands buffer zone in conjunction with the installation of a 16” water transmission main located along Oak Street and Silver Lane.

Application of Rentschler Field Development Company, LLC to ask for a redesignation of the Inland Wetlands limits, as shown on the official maps, located at No. 400 Main Street in the vicinity of East Hartford Boulevard North.

Denise Horan, Town Engineer, addressed a question from Cmsr. Dowden from last meeting.
Denise Horan, Town Engineer, stated the special meeting that was requested by the Town for January 2009 is no longer necessary.
