HISTORIC DISTRICT COMMISSION
TOWN OF EAST HARTFORD

REGULAR MEETING MINUTES:  August 6, 2012

The regular meeting of the Historic District Commission of East Hartford, Connecticut was called to order at 7:02 p.m. in Conference Room A on the first floor of Town Hall by Chairman David Holmes.  On a roll call by Chairman David Holmes:

PRESENT:  Chairman David Holmes, Gloria Visgilio-Lupi and Alternate Eileen Driscoll.

ABSENT:  Alternate Mary Manns, Travis Simpson, Alternate Jeffrey Cummings, Vice Chairman Steven Hudak, Karen Bonzani and Municipal Historian Raymond Johnson

ALSO PRESENT:  Liaison Clare Fravel, Applicant Mrs. Amy Rio
Alternate Eileen Driscoll was appointed a voting member by Chairman Holmes.
ACCEPTANCE OF MINUTES:  

The acceptance of minutes was tabled to the next regular scheduled meeting.

COMMUNICATIONS:  The items listed on the agenda were presented and discussed by Ms. Fravel and Commissioners.  

OPPORTUNITY FOR CITIZENS/RESIDENTS TO SPEAK:   None

OLD BUSINESS:  

ELECTION OF OFFICERS:   Tabled until next meeting

COMMISSIONER ATTENDANCE AT DESIGN REVIEW MEETINGS WHEN DEMOLITION OF A STRUCTURE OVER 50 YEARS OLD IS INVOLVED:  It was discussed that it would be a good idea to have a member of the Commission present at these meetings.   This will be brought up at another meeting with other members to see if anyone would be interested in participating.

DEFINITION OF MAINTENANCE RE:  ROOF REPLACEMENT IN LOCAL HISTORIC DISTRICT - Ms. Fravel discussed when a Certificate of Appropriateness would be required for roof replacement in the Historic District.  A Certificate of Appropriateness is only required if the roof line of a structure is going to be changed or different roofing materials are going to be used.  Otherwise, a Certificate of Appropriateness would not be required.





NEW BUSINESS:

COMMISSIONER APPOINTMENTS:  New members to the Commission include, Regular Member Karen Bonzani whose term expires in December 2012.  She takes over the vacancy left by Robert Pasek.  Alternate Eileen Driscoll is also new to the Commission.  Her term expires in December 2013.

ACCEPT AS COMPLETE:  APPLICATION FOR CERTIFICATE OF APPROPRIATENESS #78 FOR 244 NAUBUC AVENUE (OWNER:  RIO) -  INSTALLATION OF VINYL WINDOWS:  Ms. Driscoll made a MOTION to accept as complete application for certificate of appropriateness #78 for 244 Naubuc Avenue for the installation of vinyl windows.  Included in the description of the application should be that the vinyl windows would be Harvey Slimline Double Hung windows with a colonial grid  (6 over 6) and 50/50 standard sash.  These windows would replace 16 of the existing vinyl wrapped wood casement windows.  The two fixed windows that do not open will not be replaced; seconded by Ms. Visgilio-Lupi.  Vote was unanimous and uncontested.
Ms. Rio will also prepare an application for a certificate of appropriateness for the installation of all wood windows if this application fails to pass.

DEAR NEIGHBOR LETTER:  Ms. Fravel will draft a “Dear Neighbor” letter as a means of outreach to the homeowners in the Historic District.  She will present it at the meeting for Commission members to review and make comments.

PAYMENTS:  
1. Clerk ($75)

MOTION by Ms. Visgilio-Lupi to pay the above listed expenses; seconded by Ms. Driscoll.   Vote was unanimous and uncontested.  

OPPORTUNITY TO DISCUSS ITEMS NOT ON THE AGENDA:  Ms. Fravel presented each member of the Commission with 3 articles that were in the Hartford Courant that pertain to Historic Homes, demolition delays and local Historical Societies.

In the absence of the Commission’s secretary, Ms. Visgilio-Lupi was appointed the acting secretary for this evening.

ADJOURNMENT:  MOTION by Ms. Driscoll to adjourn the meeting at 8:13 p.m.; seconded by Ms. Visgilio-Lupi.  Vote was unanimous and uncontested.
