HISTORIC DISTRICT COMMISSION
TOWN OF EAST HARTFORD
REGULAR MEETING:  OCTOBER 6, 2008



#1.  The Regular Meeting of the Historic District Commission of East Hartford, Connecticut was CALLED TO ORDER at 7:08 p.m. in the Building Department Conference Room at Town Hall by Chair David Holmes.

#2.  On a ROLL CALL by David Holmes:
PRESENT:  Mary Dowden, Robert Pasek, Alternate Gloria Visgilio-Lupi, and David Holmes.
ABSENT:  Vice-Chair Steven Hudak, Secretary Jeffrey Cummings, and Alternate Catherine Condio.
ALSO PRESENT:  Liaison Mary G. Martin, Applicants Jane Booker and Dean Berke, and Applicants Michael and Deborah Hampton.

Alternate Gloria Visgilio-Lupi was appointed a voting member by Chair David Holmes.

MOTION by Mary Dowden, seconded by Gloria Visgilio-Lupi, to move Item #6A (Action on Application #70 for a Certificate of Appropriateness for 136 Naubuc Avenue) ahead of Item #3 (Acceptance of Minutes).  VOTE:  Unanimous.

ITEM #6A:  Action on Application #70 for a Certificate of Appropriateness for 136 Naubuc Avenue (Owner:  Jane Booker).  MOTION by Robert Pasek, seconded by Gloria Visgilio-Lupi, to approve Application #70 for a Certificate of Appropriateness as presented.  VOTE:  Unanimous.

#3.  ACCEPTANCE OF MINUTES:
The minutes for both the Public Hearing and Regular Meeting of June 2, 2008 were tabled due to a lack of a quorum of members who had been present at those meetings.
MOTION by Mary Dowden, seconded by Robert Pasek, to accept the Public Hearing minutes of the August 4, 2008 meeting.  VOTE: Yay (Dowden, Pasek, Holmes), Nay (none), Abstain (Visgilio-Lupi), the motion passed.
MOTION by Mary Dowden, seconded by Robert Pasek, to accept the Regular Meeting minutes of the August 4, 2008 meeting.  VOTE: Yay (Dowden, Pasek, Holmes), Nay (none), Abstain (Visgilio-Lupi), the motion passed.
MOTION by Gloria Visgilio-Lupi, seconded by Mary Dowden, to accept the Regular Meeting minutes of the September 8, 2008 meeting.  VOTE:  Unanimous.

#4.  COMMUNICATIONS:
The Connecticut Commission on Tourism distributed a flyer announcing a grant funding workshop to be held at various locations around the State.  Mary Martin will attend the one to be held October 27, 2008 at St. Joseph’s College.  The Commission also received a copy of the September/October edition of “Connecticut Preservation News”.

#5.  OPPORTUNITY FOR CITIZENS/RESIDENTS TO SPEAK:  None

#6.  OLD BUSINESS:
#6B.  NEIGHBORHOOD WORKSHOP – A general discussion was held regarding the meeting held at the Brewer House on Sunday, September 28, 2008.  It was noted that only about seven property owners attended.  The conversation was friendly and informative.  No action needs to be taken.


#7.  NEW BUSINESS:
#7A.  ACCEPT AS COMPLETE:  APPLICATION FOR CERTIFICATE OF APPROPRIATENESS #71 FOR 107 NAUBUC AVENUE (OWNER:  HAMPTON) – The application is a request to install a six inch in circumference stainless steel pipe along the south vertical side of the house (from the 1st floor to approximately four feet above the gutter line) to service a new interior wood stove.   MOTION by Robert Pasek, seconded by Mary Dowden, to accept the Application as complete.  VOTE:  Unanimous.


#7B.  PAYMENTS – The need to pay the Clerk was removed from the agenda since Mary Martin was Acting Clerk this evening.  MOTION by Mary Dowden, seconded by Robert Pasek, to issue payments as listed on the agenda to The Hartford Courant and for supplies used at the Neighborhood Meeting.  VOTE:  Unanimous.


#7C.  ELECTION OF OFFICERS – This item was tabled due to a lack of attendance by Commissioners.  


#8.  OPPORTUNITY TO DISCUSS ITEMS NOT ON THE AGENDA:  Robert Pasek began a discussion regarding the demolition of an outbuilding at the intersection of Burnside Avenue and Tolland Street.  Mary Martin informed the Commission that the building was less than 500 square feet and was therefore exempt from the Delay of Demolition Ordinance.  Mr. Pasek also discussed that he had heard that the white, large, Italianate style house on the corner of Burnside Avenue and Clark Street was for sale and had been offered to the Town.  It was not known if this was, in fact, the case.  The issue of the expense of repair and maintenance as being a barrier to purchase was discussed by those present.

Ms. Martin distributed a “tip sheet” from the National Trust for Historic Preservation regarding the installation of wood windows in older structures.  This was done for informational purposes.

#9.  ADJOURNMENT:
MOTION by Gloria Visgilio-Lupi, seconded by Robert Pasek, to adjourn the meeting.  VOTE:  Unanimous.  The meeting was adjourned at 7:35 p.m..
