EMERGENCY MEDICAL SERVICES COMMISSION

MINUTES OF THE  DECEMBER 6, 2010 MEETING


Chair Michelina Lauzier called the meeting to order at 5:09 p.m.  She began the meeting welcoming all Commissioners in attendance.

PRESENT: Michelina Lauzier, Chair; Cathie Condio; Member Mary Mourey; Member Dorese Roberts; Member Eric Thompson

ABSENT: Michael Brinius, Vice Chair; Emergency Management Coordinator Dan Dube;
              Chief Medical Officer Brenda Murphy (excused); Fire Chief John Oates;
              Member Linda Russo (excused); Police Chief Mark Sirois.

ACCEPTANCE OF MINUTES – January 4, 2010
MOTION          By Mary Mourey
                        Seconded by Dorese Roberts
                        To accept the minutes of January 4, 2010 as distributed.
                        Approved. (2 abstentions – C. Condio; E. Thompson)
 

CHAIRMAN’S REPORT
Chair Lauzier reported she attended Emblem Club #341 scholarship event.  The Emblem Club donated $200 to the contribution account of the EMS Commission, the 37th year of loyal to EMS and the community.  The clerk wrote a letter of thanks to the Emblem Club.  The clerk had the contributions plaque updated as well.

Chair Lauzier was invited to represent the EMS Commission at the ground-breaking for Firehouse #5.

COMMUNICATIONS                                                  
Chair Lauzier received the paperwork to submit the 2011-12 Budget for the EMS Commission.  The clerk will handle the paperwork.

FIRE CHIEF’S REPORT                                     No report at this time.                 
CHIEF MEDICAL OFFICER’S REPORT                  No report at this time.

POLICE CHIEF’S REPORT                                   No report at this time.         

OLD BUSINESS                                            None.

NEW BUSINESS
-       Future and vision of EMS Commission
        Chair Lauzier began discussion on this topic.  She stated that the EMS Commission was formed as an advisory commission to the Mayor of East Hartford at the very beginning of developing emergency medical services for the     Town of East Hartford.  The Commission was also instrumental in the billing process which now brings revenue to the town.  

        She reported that funds are still available in the Contribution Account totaling $6732.05.  These monies were received through donations from citizens in memory of a loved one, or for the services provided by the emergency  
        medical department.  In the past, the EMS Commission purchased equipment for the emergency vehicles (i.e. AED equipment, needles needed by the department), as well as purchasing “Files of Life” for the elderly in town.  The         purchases were made through the recommendation of the Chief Medical Officer as well as the Fire Chief. These contributions are available to assist and benefit the emergency medical service program. The Fire Chief as well as
        the Chief Medical Officer will inform Chair Lauzier when materials are needed.

To keep the Contribution Account fund in a special account to be used specifically for Emergency Medical Services.
                Approved.

The Commissioners discussed the future of the EMS Commission and decided to have the EMS Commission become an Ad Hoc Commission to meet on an as-needed basis.  The EMS Commission has fulfilled the responsibilities given them beginning in 1974.

To have the EMS Commission become an Ad Hoc Commission to meet on an on-call basis.
                Approved.

Chair Lauzier will contact Mayor Currey to inform her of the decision of the Commission and if it needs to be reviewed by Corporation Counsel.

-       Budget 2011-2012
MOTION  By Mary Mourey
                Seconded by Cathie Condio
                To submit a zero percent increase for the EMS Commission 2011-12 fiscal year.
                The budget to be submitted will be $500.
                Approved.

-       December date for 2011
Due to the motion above, Commissioners did not set a date for the 2011 year because the Commission will meet as an on-call Commission.

OTHER
Eric Thompson recommended that the commission get input from Police Chief Sirois, Fire Chief Oates, and Chief Medical Officer Brenda Murphy for the possibility of holding informational session on Channel 5 for East Hartford residents informing them of how Emergency Medical Services has developed.  Chair Lauzier will contact the Chiefs and speak with them about the possibly of providing this service on Channel 5. Mary Mourey agreed with this recommendation.

Cathie Condio stated she is pleased with the success of the EMS Commission for the Town of East Hartford.


                
APPROVAL OF BILLS FOR PAYMENT
Chair Lauzier stated that the clerk did extra work over the past year, sending out the letter to the Emblem Club as well as having the contribution plaque updated.
Eric Thompson made a motion to approve payment to the clerk in the amount of $100.  Seconded by Dorese Roberts.  Approved.

ADJOURNMENT
Cathie Condio made a motion to adjourn the meeting at 5:40 p.m.  Seconded by Eric Thompson.  Approved.
