Beautification Commission Meeting
Thursday August 2, 2012
  

Present:                Pat Byrnes; Elaine Dube; Marylee Hickey; Dolores Kehoe; Lee Ann Manning; Mary Mourey; Betty Russell; Pat Sirois.
Also Present:   Tim Bockus, Director/Public Works Ted Fravel, Director/Parks and Recreationm Greg Grew, Director/Inspection and Permits                 
Absent:          Tony Russo (excused).
                            
Call to Order:
Chair Sirois called the meeting of the Beautification Commission to order at 5:29 p.m.
Chair Sirois introduced Greg Grew, Director of Inspection and Permits.

Acceptance of Minutes of July 5, 2012:
Marylee Hickey made a motion to accept the minutes of the July 5, 2012 meeting.
Seconded by Dolores Kehoe.  Approved.

Opportunity for Citizens to Speak:                      None.   

Financial Report:                                               No report at this time.

Communications:                         
  • Information from Arbor Day Foundation
        
Chair's Report:
Chair Sirois announced she will not be at the September 6 meeting because she will be in London.  Vice-Chair Hickey will preside over the meeting.

Chair Sirois reported she attended the Town Council meeting held at the CT IB Academy and presented the Beautification Awards.

Tree Warden's Report:                           
Tim Bockus distributed and discussed the report.

Tim Bockus further reported there will be a public listening session held by the DEP to discuss the roadside forest issues.  He also distributed drafts of flyers which are available to residents and towns giving information on the pruning of trees.  These will be available on the DEP website.

Chair Sirois informed Tim Bockus that she received a call from a concerned resident about her neighbor’s tree.  Pat gave the person Tim’s phone number and as of tonight Tim has not heard from her.

Tim Bockus further reported when a property survey is done, the town of East Hartford is responsible for the survey to inform the residents of ownership of the tree.

New Business:
  • Holiday Fest
Chair Sirois met with Ted Fravel.  She will be working with Christine in the Park and Recreation Department to develop the Holiday Fest brochure.  Further, Chair Sirois will contact Todd Andrews to see if Goodwin College will host the kick-off.  The kick-off will be held on November 15.  She reminded Commissioners there will be a meeting held December 6.

Chair Sirois will be completing the Amusement Permit and forwarding it to Town Hall.  She will be emailing those participants of last year’s event to be sure they will continue to participate.  Chair Sirois stated that EHSYF will do a karaoke/pizza program.  Betty Russell reported that the Fine Arts Commission will sponsor a program for $800.  Betty will contact Buffa to see if they are available on December 8 at 3:00 p.m.


  • Residential Beautification Award
Lee Ann Manning made a motion to award 206 Cambridge Drive the August Residentia1
Beautification Award.  Seconded by Pat Byrnes. Approved.

Mary Mourey made a motion to award 216 Goodwin Street the August Residential Beautification
Award.  Seconded by Elaine Dube.  Approved.

These awards will be given at the August 21 Town Council meeting.

Betty Russell discussed the possibility of using the Remembrance Fund money to assist in helping the Friends of Center Cemetery to re-plant trees lost in the last storms.  Tim Bockus stated he is having difficulty removing the stumps of the trees because of the age of the stones and the area of burial.  Tim Bockus reported he will look into addressing the entrance area of the cemetery with the Remembrance Fund money.

Concerns of the Commission:

  • 57 Evans Avenue
  • 445+Forbes Street, grass unmowed, empty lot across from Sunset Ridge School
  • 145 Silver Lane
  • 112 Maple Street – boat still in side yard
  • Silver Lane & Forbes NW corner next to new CVS store
  • Brewer Street across from St. Chris parking lot
  • Stop sign – Long Hill near railroad crossing, barely seeing the sign
  • Brewer Street, brook, vegetation growing into road (P & WA property)
  • 745 Burnham Street – grass
  • 700 Brewer St. – dumpster filled in front of home
  • Long Hill west side-lots for sale – grass very high
Pat Byrnes stated for the record that she had seen a new bench and rubbish receptacle on Main Street.  Discussion was also held on the barrels and how lovely they look.

Dolores Kehoe made a motion to pay the bills as submitted.  Seconded by Elaine Dube.  Approved.
        
Adjournment:
There being no further business,  Mary Mourey made a motion to adjourn the meeting at 6:33 p.m. Seconded by Marylee Hickey. Approved.

The next meeting of the Commission will be September 6, 2012 in Building Department Conference Room at 5:30  p.m.
