Beautification Commission
Thursday, August 4, 2011   


Present:         Pat Byrnes; Elaine Dube; Marylee Hickey; Dolores Kehoe; Mary Mourey; Betty Russell;    Pat Sirois.

Absent:  Diane Carlucci; Tony Russo (excused);

                 Bonnie Nichols, Director/Inspections and Planning (excused).

Call to Order:
Chair Sirois called the meeting of the Beautification Commission to order at 7: 16 p.m.

Acceptance of minutes of July 7, 2011      
Mary Mourey made a motion to accept the minutes of the July 7, 2011 meeting. Seconded by Betty Russell.  Approved.

Opportunity for Citizens to Speak:              None.   

Financial Report:                                       
Mary Mourey reported that the General Fund balance is $8025 .  Remembrance Fund balance is $520.96.

Communications:                         
Chair Sirois received the following communication:
  • Arbor Day Foundation
Chair's Report: 
Chair Sirios spoke with Tim Larson.  Tim recommended that neighborhoods in town paint/decorate the fire hydrants in their area.  Discussion was held and this will not go forward because the hydrants are owned by MDC and are color coded according to water pressure for the fire department.

Chair Sirios attended the Town Council meeting to award Phillips Farms  the Community Pride Award and the residential award  to the residents at 11 McNulty Drive.

Chair Sirois stated that she will submit the Amusement permit for Holiday Fest 2011 this month.  She further stated that she will be contact the gospel group “The Voices” for availability to perform during Holiday Fest.
                        
Tree Warden's Report:
Tim Bockus distributed and discussed the report with the Commissioners.
        
Old Business:                                                                           
  • Lawn Signs for Beautification Awards
Marylee Hickey stated that the prices for the signs are expensive and this will not be done.

New Business:
  • Beautification Award recommendations
  • Residential
Discussion was held to award two residents for the month of August.

Betty Russell made a motion to give the August 2011 Residential Beautification Award to the owners of 7 Farnham Drive.  Seconded by Marylee Hickey.  Approved.

Mary Mourey made a motion to give the August 2011 Residential Beautification Award to 151 Sandra Drive.  Seconded by Pat Byrnes.  Approved.


  • Business
Pat Byrnes made a motion to give the August 2011 Business Beautification Award to Willow Arms.  Seconded by Dolores Kehoe.  Approved.

Recommendations for September 2011 Awards:

Chair Sirois recommended Commissioners view Ballard Motors and email or phone her to give an additional Business Award for the month of August.

OTHER BUSINESS:                                                 
Tim Bockus reported that he is working with Mary Martin, Grant Writer for the town of East Hartford, to submit an urban forestry grant. If awarded, the funds will focus on Main Street for new recycle bins, benches, bike racks as well as replacing trees.  He will report on this next month.
        
Concerns of the Commission:
The following concerns were discussed:
  • 48 Branch Drive – orange mesh fencing
  • Brewer Street (across from St. Chris) continues to be a concern.  Tim Bockus stated that the property owner is now in the court process for his property.
  • Medians throughout town – Tim Bockus will contact Manchester Public Works in reference to the Buckland Area and the procedure used for the state to work on the area.  He will also seek additional funding to take care of the median issues throughout town.
The clerk will inform Bonnie Nichols.
Payment of Bills:

Marylee Hickey made a motion to pay the bills as submitted.  Seconded by Pat Byrnes.  Approved.
        
Adjournment:
There being no further business, Mary Mourey made a motion to adjourn the meeting at
8:34 p.m. Seconded by Betty Russell. Approved.
