Selectmen's Minutes 10/21/08
The weekly meeting of the Board of Selectmen was held on Tuesday evening, October 21, 2008 at 7:30 p.m.

Present:        David L. Walsh, Chairman; Peter A. Hamilton, Clerk; Theresa McNulty

Discussion

Capital Stabilization Override

Martin Crowley, Finance Chairman and Glenn Tattrie of the Capital Improvement Planning Committee were present.

Mr. Walsh expressed the need for an analysis to be done on the effects on the water rates in town should the Capital Stabilization override be enacted.

Tax Classification Hearing

Cheryl Pooler, Director of Assessing and Curtis Gluck, Assessor, were present to recommend to the Board to not split the tax rate between Residential and Commercial/Industrial classes.

M/Hamilton, s/McNulty, a unanimous vote, accept the recommendation of the Board of Assessors and Cheryl Pooler, Director of Assessing, to not split the tax rate for FY10.

Ms. Pooler explained to the Board the LA- 5 excess capacity is calculated at $19,608.76.  Ms. Pooler requested signatures for certification.

Class II License Transfer Hearing

Mr. Anastasios Pesirides was present to request a transfer of the Class II License at 558 West Street

M/Hamilton, s/McNulty, a unanimous vote, approve the transfer of the Class II License from Claddagh Auto Sales to Advanced Auto, 558 West Street, with restrictions to stay the same.


Department Update

Robert Lundberg, Building Inspector, was present for a departmental update.  Mr. Lundberg stated that building plans are not being submitted at this time, that contractors are waiting for changes in business and zoning and are tightening the belt at this time.  Mr. Lundberg further stated that the Housing Development will be back, in his opinion, when its least expected.

Department Update

Police Chief John Cowan was present for a departmental update.  Chief Cowan gave an overview of the state and happenings in his department.

m/Hamilton, s/McNulty, a unanimous vote, approve the recommendation of Chief Cowan to award a contract for security systems installation to Flagship Security Systems, Inc. of Whitman, in the amount of $79,000.00.

Action Items

m/Hamilton, s/McNulty, a unanimous vote, approve the minutes of the 10/14/08 meeting.

m/Hamilton, s/McNulty, a unanimous vote, approve the request of Marilyn Thompson, Treasurer/Collector, to adopt an investment policy for the town.

m/Hamilton, s/McNulty, a unanimous vote, approve the temporary appointment of Steven Wood of 113 Temi Road, Raynham, as acting Animal Control Officer and Assistant Animal Inspector for the period of three months beginning on October 28, 2008.

m/Hamilton, s/McNulty, a unanimous vote, approve the request of Fire Chief Pratt to vote to authorize the expenditure, by the town, of $127,151.00 for the lease/purchase of an above-ground fuel storage system for the Town of East Bridgewater, and award the contract for said system to Bay State Regional Contractors in the amount of $126,401.00.

Open Forum

No one present

M/Hamilton, s/McNulty, move to close Open session and go into Executive Session for the purpose of discussing personnel matters and litigation issues and to not return to Open Session.

VOTE: Yes – Walsh, Hamilton, McNulty; a unanimous vote in favor.
