Selectmen's Minutes 5/16/06
The weekly meeting of the Board of Selectmen was held on Tuesday evening, May 16, 2006 at 7:35 p.m.
 
Present: Peter A. Hamilton, Chairman; Theresa McNulty, Clerk; David L. Walsh
            George Samia, Town Administrator
            Karen Grabau, Adm. Assistant
 
Veterans’ Agent, Peter Spagone met with the Board and updated them on the dedication ceremony for the Gordon M. Craig Memorial Bridge. Mr. Spagone noted that the signs are in place and covered at this time. Has talked to Chuck Francis and Charlie Gilbert and have set the date of May 29, Memorial Day, at 8:30 a.m. for the dedication. Noted that Representative, Kathy Teahen will be able to be present and will be the keynote speaker. Will invite Craig Family members to take part. Rep. Teahen is contacting the State DPW for a cleanup of the area prior to the ceremony. Has sent invitations to Sen. Joyce and Sen. Creedan. Invited the board members to attend and asked if one of them would speak. Mr. Hamilton stated that he would be there and would speak. Also noted that he is having copies of the comic book that came out with Buddy Craig’s story made for that day.
 
Mr. Walsh suggested that May 29 be proclaimed Gordon M. Craig Day and a proclamation prepared for the Board to sign.
 
M/McNulty, s/Walsh, a unanimous vote, move to proclaim Monday, May 29, 2006, as Gordon M. Craig Day in East Bridgewater.
 
Finance Committee members, Sally Feeney, Tony Figueiredo, Jeff Luttazi, Bill Jacques were present for Budget Presentations.
 
Budget Presentation
Jane Haines, Director of Elderly Services, met with the Board and presented the Council on Aging budget for FY07.
 
Also present were COA members, Beverly Fanning, John Morawski, Edith Imlach
 
Mrs. Haines went over the budget as revised. Explained impacts to COA due to the reduction in hours of office staff. Also noted that the van driver’s salary had been removed from budget. Explained services provided by van and noted that the Finance Committee is planning to recommend replacing that salary.
 
Mrs. Feeney noted that the Finance Committee would place back in COA budget the $5,200 for van driver salary.
 
Budget Presentation
George Samia, Town Administrator, presented the budget for the Treasurer/Collector’s Office for FY07.
 
Explained the various line items, bonding, Debt Service, etc.
 
Finance Committee explained their recommendations and changes on the budget.

Jane Finley, Library Director, met with the Board and presented the Library budget for FY07.
 
Mrs. Finley gave the Board a written explanation of the several impacts on the Library Budget and explained the impacts.

M/McNulty, s/Walsh, a unanimous vote, move to approve the License to Sell Second Hand Article for Mrs. Swifts’ & Moore Antiques & Collectibles, 12 West Union Street with restrictions as stated in the current license.

Mrs. McNulty reminded Board members of meeting with Mayor Harrington on May 22 regarding Economic Target Area.
 
Mrs. McNulty noted that Town Counsel is reviewing the agreement regarding the Brownfield Assessment for the Eastern States Steel property; should start work by June 1; assessment will take approximately 6-8 weeks. Expect a report by end of summer.
 
M/McNulty, s/Walsh, move to close Open Session and go into Executive Session for the purpose of discussing contract issues and will not be returning to Open Session.
VOTE: Yes – Walsh, McNulty, Hamilton; a unanimous vote in favor.
