Selectmen's Minutes 9/12/06
The weekly meeting of the Board of Selectmen was held on Tuesday evening, September 12, 2006 at 7:30 p.m.
 
Present: Theresa McNulty, Clerk; David L. Walsh
             George Samia, Town Administrator
             Karen Grabau, Adm. Assistant
 
Not Present: Peter A. Hamilton, Chairman
 
Mrs. McNulty announced that per previous vote of the Board and due to Mr. Hamilton being unable to attend tonight’s meeting, Mrs. McNulty will act as Chairman pro-tem and Mr. Walsh as Clerk pro-tem.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve the minutes of the September 5, 2006 minutes.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve forwarding to the Planning Board the proposed Zoning By-Law amendment submitted by the Zoning Board of Appeals.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve the request of the Town clerk to have the Dog Officer begin issuing non-criminal violations, as soon as possible to dog owners who have not licensed their dogs.
 
Appointment
Peter Spagone, Jr., Board of Health Chairman, met with the Board to update them on the placement of bat houses. Explained that they began looking at ways to combat the mosquito problems within the town last year. Mike Andrews presented them with an environmental friendly solution. Noted that bats consume over 1000 mosquitoes in an evening. Have erected several bat houses around schools, sport areas, etc. Plan to erect 10; have a monitoring system; will check on usage.
 
Mr. Spagone also reported on the Pandemic Committee. Have invited several town officials and residents to sit on a committee of 15. It was noted that this is a nationwide plan and all towns must have a plan in place. First meeting will be October 19, 7 p.m. in the Main Conference Room.
 
Mr. Spagone also spoke about the upcoming 7th annual Skylur Spagone Walk, which will take place on Monday 9 beginning at 8:00 a.m. Brochures are available in several places.

Board noted that there would be no Selectmen’s Meeting next week due to the Primary.
 
Mr. Walsh congratulated the East Bridgewater Business Association for their successful Business Expo this past weekend.
 
Letter from Plymouth County Selectmen’s Association requesting name of delegate. Board noted that Mr. Hamilton would continue in this position.
 
It was noted that there is a vacancy on the Council on Aging due to the resignation of Marcia Weidenfeller. Board set a deadline for letters of interest for two weeks.

Mr. Walsh noted that Viking Sports Parents were hosting their annual Golf Tournament on Friday, September 22 at Lakeville Country Club.
 
A discussion was held relative to possibility of breaking up packs of trash bags so that those with limited income could purchase separate bags instead of a full pack.
 
It was noted that the Board would be meeting with the School committee on Thursday evening.
 
M/Walsh, s/McNulty, move to close Open Session and go into Executive Session for the purpose of discussing pending litigation and collective bargaining issues and will not be returning to Open Session.
VOTE: Yes – McNulty, Walsh; a unanimous vote in favor.
