Minutes 03/08/08
The Planning Board met at the Performing Arts Center on Saturday, March 8, 2008 at 8:15 AM.
Present: Amy MacNab, Chair, George Wadsworth, Vice-Chair; Brendan Halligan, Clerk; and Angela Scieszka.
Absent: Harold Moody; John Bear and James Kimball.
Staff: Christine Stickney, Planning Director
Ms. MacNab called the meeting to order at 8:35 AM.
DISCUSSION WITH MR. J.R. KENT RE: ARTICLE 35 (AMENDMENT ON PAVED PARKING SPACES) AND ARTICLE 36 (PROPOSED AMENDMENT TO ZBL SECTION 425 REGARDING BUILDING AND SITE COVERAGE IN NEIGHBORHOOD BUSINESS DISTRICTS)
Ms. MacNab explained that Mr. Kent had contacted staff to see if the Planning Board would be agreeable to recommend Indefinite Postponement of Article 35 if he agreed to recommend Indefinite Postponement on Article 36. Mr. Kent added that if we held off on these articles, we can conduct a more collaborative review of coverage and then return next year if ready to move forward.
Ms. MacNab expressed her opinion she would prefer something more modest than the 80 percent lot coverage and 20 percent building coverage proposal. Mr. Kent added that he needs to work with the Planning Board and Zoning Board of Appeals to gain consensus on what would be an acceptable percentage.
Mr. Wadsworth MOTIONED to recommend on Article 35 to Town Meeting that it be Indefinitely Postponed based upon the proponent of Article 36 Indefinitely Postponing his article, seconded by Ms. Scieszka. – Unanimously voted (4:0).
Ms. Scieszka MOTIONED to recommend to Town Meeting that Article 36 be Indefinitely Postponed based on the proponent’s request – Unanimously voted (4:0).
OTHER BUSINESS
Ms. MacNab reviewed the articles coming up that may need someone from the Planning Board to speak. It was agreed Mr. Wadsworth would speak on the Affordable Housing Bylaw (Article 32) and Ms. Scieszka would be a back-up. Mr. Halligan will speak to Article 33 – Inclusionary Fees and that the article is needed to obtain funds with the initial requests for building permit.
