Minutes 11/26/07
The Planning Board met in Duxbury Town Offices, Small Conference Room, lower level on Monday, November 26, 2007 at 7:00 PM.
Present: Amy MacNab, Chairman; George Wadsworth, Vice-Chair; John Bear, James Kimball, Harold Moody and Angela Scieszka.
Absent: Brendan Halligan, Clerk.
Staff: Christine Stickney, Planning Director; and Diane Grant, Administrative Assistant.
Ms. MacNab called the meeting to order at 7:02 PM.

There were no items for Open Forum.
DUXBURY FARMS ENGINEERING REVIEW
Town Counsel, Attorney Robert Troy, was present for discussion and direction along with the Board’s consulting engineer, Walter Amory of Amory Engineering. Ms. MacNab introduced the topic, stating that it was the Board’s directive to review the project in accordance with the An Co decision specifically to determine compliance with unwaived Subdivision Rules and Regulations, applicable state and federal regulations, and consistency with the comprehensive permit as issued.
A review in accordance with An Co was performed with Town Counsel’s guidance when needed. In the case of An Co the project appeared to have progressed to the plan stage only. However, significant construction had been allowed to occur at the Duxbury Farms project, including construction of the roadway, drainage, and installation of utilities. It was the consensus of the Board and Atty. Troy that the review and report be based upon the current stage of site development as well as the plans. A copy of the report and matrix is attached hereto.
MOTION: Mr. Bear made a motion, and Mr. Wadsworth provided a second, to direct staff to complete the draft matrix to incorporate comments from tonight’s meeting, and to add further comments for a submittal to the Zoning Board of Appeals. There was no discussion regarding the motion.
VOTE: The motion passed unanimously, 6-0.
ADJOURNMENT
The Planning Board meeting was adjourned at 9:12 PM. The next meeting of the Planning Board will take place on Monday, December 3, 2007 at 7:30 PM in Town Offices, Small Conference Room, lower level.
