Duxbury PASS Committee
April 3, 2003 - Meeting Minutes

Meeting called to order at 7:30 PM

Present at meeting: P. Brogna, S. Dahlen, T. Devnew, J. Hagerty, H. Pape-Laird,
B. Tenhoor, P. Roveto

Note that the meeting of 3/6 was cancelled because of a snowstorm and the meeting of 3/20 was cancelled for lack of a quorum.

Committee reviewed J. Hagerty’s results from south coastal town surveys.  Committee agreed to revise language referring to the impact of piers on shellfish beds.

Committee expressed its appreciation to J. Hagerty for his time and effort in aggregating all of the south coastal town survey data.

Committee resumed working through proposed pier regulation bylaw language.

Discussion was held regarding the use of general language vs. specific language and the relative need for global “philosophical” language in addition to specific pier guidelines.

Additional discussion covered the rational behind the existing 200’ limit to pier length and whether or not Committee should re-address this limit.  Concern was raised that a significant portion of Back River was not included in the Committee’s shoreline study under the assumption that the 200’ limit was not under consideration for change.

Meeting ended with discussion of whether or not Town Landings should be categorized by usage in determining pier setback regulations.

Meeting voted adjourned at 9:55 PM

Next meeting to be held Thursday, April 17, 2003 at the Duxbury Senior Center.
