Pier, Access & Shoreline Study (PASS) Committee

Meeting called to order by chairman Tenhoor at 7:40.  Members present Dahlen, Devnew, Laird, and Roveto

We reviewed the agenda, and reviewed and accepted the minutes

Unfinished business
Write-up of steps in the pier permitting process:  
Shawn volunteered to ask Paul Brogna to write them up, since he knows them so well.

Continued business
Preliminary results of calls to other town conservation/zoning officials:  
Peter spoke with Kingston and found out that Halifax has piers on a fresh water pond.
Heidi spoke with the Conservation Commission Agents in Marshfield and Dennis and left messages in Chatham and Dartmouth.  Marshfield has no special permitting and Dennis faxed their bylaws of which copies were handed out.  Dennis has a maximum length of 150 feet and the 3-½ foot minimum height of the float above the bottom.  Dennis has 2 miles the deep Bass River.
Ted Devnew spoke with various people in Cohasset. Paul Shaw was the most knowledgeable.  Cohasset has a Flood Plain Special Permit.  There have been very few in the last few years.  Cohasset is a mature waterfront community.  They encourage sharing of piers; the goal is not to walk on marshes.  Orleans and Chatham are struggling with pier issues.
Finalizing questionnaire for calls to other town conservation/zoning officials:
We all agreed to use the questions from the last minutes.  We also will offer to send the offices we contact our findings at the end.
Schedule for conducting/completing efforts:
September 12 is the date for completing our calls to the towns.
Mapping progress:
Ted handed out additional assessor’s maps to complete our collection.  Peter had an aerial photograph from Map quest.  Shawn said there are large-scale maps we can use for putting working notes on.
Update on pier review trip with Harbormaster
Ted says that Don Beers doesn’t want to schedule it until after Labor Day.
Landing review:
Peter had panoramic photos of most of the landings.  He had a map showing the locations.
Progress of bay-wide study committee:
Shawn said they are still at preliminary stages of the process for the Bay Wide Study.

New Business
Attitude survey of town residents
Bill handed out a list of Pleasant Bay survey questions.  Some were applicable to our study.
Meetings with key parties
We questioned the need for spending a whole meeting talking with one representative of a key committee person.  If we have an outside consultant speak to us we might consider an open meeting at the library.
Date for presenting progress report to town residents
The presentation may take place at the town meeting.
Proposal for $10K
A consultant should do a study of attitudes of Duxbury residents.  Mapping may require professional assistance, or purchasing GIS aerial photographs may be expenditure.  A speaker might need to be paid.
What else?
Heidi mapped scenic sites in Duxbury, views of water that can be seen from main roads in Duxbury.  There were 6 main areas of water view, three along Bay Road, one on Marshall Street at Eagle’s Nest, a large one at Bluefish River and one at the end of Powder Point.  She had some photos of the beginnings and ends of the scenic strips.
Bill brought up the idea of geographical zones of Duxbury shoreline.  Others were opposed to being too decisive too soon, because by making decisions you make value judgments.  Some of the obvious areas are Bay Road, Standish Shore, Eagle’s Nest, Washington St., Bluefish River, Powder Point south and Powder Point Back River. Duxbury has 210 waterfront properties about 70 of which have piers already.  We could identify quantities of properties that can still have piers.  There are none that could reasonably be sub-divided.  We will identify areas that would relate to piers and map them.  They might include:
Scenic view zones
Conservation zones
Swimming areas
Boat mooring areas
Eelgrass beds
Fresh water tributaries
Marsh areas
Soft mud areas
Hard beach areas
Town Landings
Aquaculture sites (wouldn’t impact piers)

Next meeting: Sunday, August 25, 2002, 12:30 at Shawn Dahlen’s house on Long Point Lane for a boat exploration of the shoreline.
