BOARD OF TRUSTEES
MEETING MINUTES
SEPTEMBER 15, 2003

Members Present:  Theodore Flynn (Chair), Lynne Walsh, Carl Meier, Margaret Lougee and
                         Nancy Delano

Staff Present:     Elaine Winquist (Director), David Murphy (Assistant Director), James Jaquette (Assistant Director) and Deborah Killory (Administrative Assistant)

The meeting was convened at 7:45 am in the Setter Room at the Duxbury Free Library and was voted into executive session at 7:46 am.  The meeting was roll called out of executive session at 7:56 am and the regular session was called to order at 7:57 am.

Minutes of previous meeting
        The minutes of the August 14, 2003 meeting were distributed.

Moved by Ms. Walsh, seconded by Ms. Lougee, to approve the minutes of the August 14, 2003 meeting as presented.

Director’s Report
        Ms. Winquist reported that the extreme humidity this summer has led to the need to replace some moldy ceiling tiles.  She will look into the possibility of having the lower level carpets cleaned to deal with possible mold or mildew problems.

Departmental Reports
        Reports of the Children’s, Circulation, Reference and Technical Services Departments were presented.  

Friends of the Library Report
        Ms. Lougee reported that the Friends are preparing for their annual meeting on November 5 and updated the Trustees on changes in the Board.  She suggested that the Trustees present a letter of thanks to the Friends at the annual meeting.

Revisions to Collection Development Policy
        Two revisions to the Collection Development Policy were presented for review by the Trustees and a vote at the next meeting.  Mr. Murphy presented a revision to the section on local history, to closer reflect actual practice.  Mr. Jaquette has developed a new section to the policy concerning web link collection development, to deal with the library’s web site and selection of links.

New Business
        The director informed the trustees that some complaints have been received concerning the noise level when students arrive after school.  The group South Shore Citizens for a Peaceful Solution would like to circulate a petition concerning the Patriot Act on library grounds.  The director will research town policies concerning public access/petitions on Town property and any laws which apply.

Budget Updates
        The Director reported that the library will be meeting 90% of the state materials requirement in the FY04 budget; if the Friends fundraising efforts are successful, 100% of the requirement will be met.  The library will file for a waiver of the municipal appropriation requirement, which requires that the Town Accountant complete a form demonstrating that the library budget was not cut disproportionately to the budgets of other departments.

Ms. Winquist made her FY05 budget her presentation to the Selectmen on September 8.  She presented several scenarios, including a level funded budget and a 10% cut.  Either scenario would require some reduction in hours that the library is open.  The trustees asked that she also look at the effects of a 5% reduction in the budget.    

Moved by Ms. Walsh, seconded by Mr. Meier, to adjourn the meeting at 8:33 am.
