MEETING MINUTES

Call to Order: 7:02 PM
Reading of Minutes: Minutes of October 15, 2002 were read. Ms. Sheehan moved the minutes be accepted with corrections; Ms. Himes seconded. Motion carried 6-0.
Open Forum: Nothing presented.
Demolition Applications: 104 Tremont Street. A walk through will be set up for December 3.  9 Surfside West. Joe Butler of Newell Construction, Kimo Griggs and Susan Tang, Architects were present. 22 Prence Street.
Application sent back as incomplete. Michael Juliano was present. 37 Beechwood Lane.  Although listed as 73 years old, a walk through will be scheduled for December 3.
Mattakeeset Court. Two buildings have been demolished. Because these buildings were less then 75 years old, Richard MacDonald signed off on them. He indicated he never received Ms. Kispert’s request for separate applications for each building.
52 Powder Point Ave. Demolition of portions of the building went beyond what was originally applied for and approved. When brought to the attention of the Zoning Officer, he imposed a $300 fine and a 30- day hold on the building permit. Mr. Dennison will look into appealing the building permit.
Guests: Teen Center Representatives, Debbie Bowen, Steve Jones, Frank Le Bart presented information regarding the adaptive reuse of the Wright Library as a Youth Center for the students of Duxbury. They have support from the High School and Middle School Councils for the development of a Youth Center. Mr. Jones presented survey information from the teens. Mr. Le Bart assured the HC that the Youth Center Committee is sensitive to the historic integrity of the building and they are willing to work with the Commission in its preservation, including involving the students in the production of a pamphlet outlining the history of the building. They are contacting an historical architect. Ms. Bowen indicated they had presented a proposal to the Selectmen for a feasibility study for a Youth Center and are seeking the HC support in the use of the Wright Building.
Wright Library: Ms. Himes is working on a draft of the architectural description narrative. Mr. Tucker is drafting the historic significance narrative. The Massachusetts Historical Commission wants to know about the development of the library in the town.
Miscellaneous: Mr. Dennison volunteered to learn the Demolition Delay administrative process from Ms. Kispert. He also indicated that he has information prepared on Local Historic District regulations from various towns.
Action Items: Mr. Dennison will inquire about an appeal of the 52 Powder Point Avenue building permit. Ms. Himes will call Ms. Kispert about scheduling the walk-throughs.
XI.     Next Meeting: December 12. 7:00PM Two meeting are scheduled for January—the 16th and the 30th.
Adjournment: Ms. Himes moved the meeting be adjourned. Ms. Sheehan seconded. Motion carried 6-0. Meeting adjourned at 9:17PM.
