MEETING MINUTES

Call to Order: 8:30 PM
Minutes: The minutes of the January 17, 2002 meeting were accepted with amendments.
Demolition of Historically Significant Buildings, Sect. 609 of Duxbury Bylaws:
Demolition Applications: 17 Railroad Ave. Martha Himes will schedule a walk through for either Tuesday, February 26 or Thursday, February 28 at 4:00 PM.
30 Ocean Ave.: More letters were received in support of delay of demolition. Letters are attached. Ms Himes read four letters into the record including a letter from James Bicknell and Suzanne Morse. The fifth letter was a copy of a letter submitted to the editor of the Duxbury Clipper. Ms. Himes asked for any comments from the floor regarding the demolition of 30 Ocean Avenue. Ms. Morse indicated that she did considerable research into whether the structure could be renovated. She was told that it would be fiscally unfeasible.
She also stated that they recognized the feelings of the neighbors and were ready to face any consequences.
Ms. Sheehan moved that the commission delay demolition of the structure at 30 Ocean Avenue. Ms. Davis seconded. The motion carried 4 in favor, one opposed.
Jody Hall and Nicki Kispert volunteered to work with Mr. Bicknell and Ms. Morse to look into alternatives to demolition.
Warrant Articles: There is a Planning Board meeting to be held February 25 at which the amendments to the bylaw will be presented. There was some discussion of the definition of “substantial” demolition. It was decided to see what comments the Planning Board would make.
Community Preservation Act Project: Susanna Sheehan reported on the CPC meeting she attended. George Wadsworth offered a proposal to renovate the exterior up to $100,000.00. The CPC asked if a permit is pulled for repairs does that make it necessary to become ADA compliant. They requested that the Historical Commission provide a revised budget for exterior repairs. Ms. Himes and Ms. Sheehan met with Rocco Longo to discuss specifically what the town will do for the proposal.
Preservation Plan: Any work on the Preservation Plan will be table until after Town Meeting.
New Members: Peter Stames has not submitted a formal letter of resignation as yet. Ms. Himes will call again to remind him. The Commission has received Talent Bank Forms from Nancy Bennett and Norman Tucker. They will be asked to attend the next meeting for interviews. Other possible candidates to be approached are Deborah Katz, Tony Kelso, Jean Clark, Kay Foster, Kathy Pillsbury, Joe Shea Marjory MacMillan, Francis Leach, and Audrey MacDonald.
Action Items: Ms. Himes will begin publishing the Agenda in the “Around Town:” column of the Duxbury Clipper. Ms. Himes will schedule a walk through for 17 Railroad Avenue and post the meeting so we can vote on 830 Franklin St.
