DUXBURY HISTORICAL COMMISSION
MEETING MINUTES


Date:           April 15, 2004
Time:           7:00 PM
Location:       Inspectional Services Offfice, Town Hall
Present:        Norman Tucker, Jody Hall, Martha Himes, Susanna Sheehan.
Call to Order: 7:07PM
Reading of Minutes: Mr. Tucker moved the minutes of the October 16, 2003 meeting be accepted with corrections. Ms. Himes seconded. The motion carried 3 in favor, 1 abstention. Mr. Tucker moved the minutes of March 25, 2004 be accepted with corrections. Ms. Sheehan seconded. Motion carried 3 in favor, 1 abstention.
Open Forum: A discussion of a proposal to the CPC for an architectural assessment study of the Tarkiln Building to be presented at the STM on June 14 indicated that Mr. Longo does not intend to change the use of the building at this time. Ms. Sheehan and Ms. Himes will work on the proposal.
New Demolition Application:  1)251 Standish St. Built as barn in 1917, converted to house in 1927. The owners of the home (The Harts) were present to answer questions. 2) 245 Powder Point According to the demolition application the structure was built in 1920 and added on to in 1964. The property is associated with Reuben and Josephine Peterson. The Peterson name is a prominent name in Duxbury. The application did not include black and white photos but did include colored prints. Black and white is preferable for archival purposes and the Nortons will be asked to provide them.  
Demolition Applications: 4 Russell Road During the walk through of 4 Russell Road, Mr. Bronson indicated a willingness to give the house to whomever could move it in a timely fashion. There are no significant historical connections or architectural details. The home was previously gutted and remodeled. Ms. Hall moved to approve the demolition of the entire structure at 4 Russell Road. Mr. Tucker seconded. The motion carried 3 in favor with 2 abstentions.
Miscellaneous:  The meeting with Richard MacDonald and Ellen was productive. As an outcome of that meeting, a representative of the historical commission will visit the Department of Inspectional Service weekly to review any applications for building permits that come in. This will allow the Commission to be more aware of possible requests for demolition as well as “borderline” structures. Demolition applications will not be picked up during this review. The commission was informed that any application for demolition that we approve has no expiration.
The Alden Kindred board of Advisors will meet on Sunday May 16 from 5-7 PM A representative from the Historical Commissions needs to be there. Ms. Himes is unable to attend.
Local Historic District: The property next to the Blue Fish River and the property next to Ms. Kispert’s home are prime examples of the need for Local Historic Districts in Duxbury.
O’Neil Farm: The house has been preserved basically through neglect. A walk through by historical commission will be requested. Both Tony Kelso  (CPC) and Pat Loring (Wildlands Trust) felt that Mr. O’Neil would be okay with that. The Historical Commission would like to know if there will be a Preservation Restriction on the House and who will pay for it and any work done on the house.
Wright Building: The CPC has received requests from the Student Union Committee, the DR&HS, the Town and the Friends of the Library for space in the building.  Should the Wright Building have a preservation restriction?
Action Items: Ms. Kispert will redo missing form letter for Inspectional Services, Ms. Himes will check with Janet Peterson for more background on Reuben and Josephine Peterson. Ms. Sheehan will search for information in the Clipper, Ms. Bennett will be consulted for any information she may have on 245 Powder Point Ave. Ms. Kispert and Ms. Bennett will work on drafting a brief letter throwing out the idea of a local historic district. Ms. Himes will work on the application for the Tarkiln proposal to the CPC and set up a walk through of the O’Neil house.
