Duxbury Bay Management Commission

Meeting Minutes--September 14, 2006

A meeting of the Duxbury Bay Management Commission was held at the Duxbury Senior Center at 7 pm.  

In attendance:
John Carnuccio (Chair), Ned Lawson (Vice Chair), Kathy Gould, Emmett Sheehan, Shawn Dahlen, Corey Wisneski (Secretary)

Island Creek Fish Ladder
J. Carnuccio presented an update on the fish ladder. The main area on Tremont Street is done and appears to be working well. The Elm Street area has an elevation problem that remains to be addressed, but there is still money in the budget for this. K. Gould asked if there was any way to create an easily accessible area for the public to visit the Elm Street section, which is on public property. The State may stock herring next year and there is some preliminary talk about another fish ladder somewhere in town.

Hurricane Emergency Plan
N. Lawson received input from all stakeholders along the bay as to how they would respond to the forecast of a hurricane five days away. Bayside Marine, Long Point Marine, Duxbury Harbormaster, Duxbury Bay Maritime School, Battelle, etc. gave Ned their basic plan outlines. J. Kent at Bayside would have less space to store boats on his property because he would have to remove the top layer of racks, so another temporary vessel storage option is a must. The Duxbury Yacht Club parking lot on Fairway Lane is a possibility; Holy Family Church said they would not allow boats to be stored in their lot. A parking lot is ideal; storing the boats in a vacant field would risk them getting bogged down.

S. Bennett was asked what the impacts would be to the oyster industry (shellfish industry in general) if a hurricane were to strike Duxbury; he replied that it would be devastating and reminded everyone about what Powder Point Ave looked like after Hurricane Gloria (street was covered with mussels).

Sea Wall Repair—Tufankjian Property, King Caesar Road
The Tufankjian family wants to repair an existing seawall near the west end of the bridge. They will be repairing the wooden groins as well and considering sand renourishment. The Commissions recommends that enough sand be placed to absorb wave energy and keep the toe of the wall from eroding. S. Dahlen suggested that the angle of the riprap at the base of the seawall be decreased. More information about the renourishment details is requested by the Commission.

Miscellaneous
J. Carnuccio suggests that the Commission endorse Mass CZM money to investigate pollution in the Snug Harbor area.

A special town meeting will be held in November.
