Duxbury Bay Management Commission

Meeting Minutes – Thursday, February 9, 2006

A meeting of the Duxbury Bay Management Commission was held at the Duxbury Senior Center beginning at 7:10 pm.  In attendance:

Duxbury Bay Management Commission (DBMC):  Shawn Dahlen, Kathy Ahern Gould, Ned Lawson, Jon Nash, Secretary, Julie Waltz. Missing were John Carnuccio, Skip Bennett, Don Gunster, Jack Kent and Don Beers.  A quorum was reached.

I.  Meeting Minutes:

VOTED: To accept the previous minutes of 12/8/05 (as amended), 1/12/06 and 1/26/06.

II. Report of Task Force 2 – Shellfish/Aquaculture:
1. John Brawley and others have submitted a $200k grant proposal to Battelle for the purpose of funding an aquaculture research project. The objective is to examine all aspects of aquaculture in Duxbury Bay – especially the carrying capacity of the shellfish aquaculture program.  Support staff would include local area residents, as well as students from University of Massachusetts and the University of Washington.

For their pre-proposal package they seek letters of support from town groups such as DBMC, SAC, BOS, Con Com, Beach Preservation.

VOTED: DBMC/Ned Lawson will write a DRAFT letter supporting the NOAA Aquaculture Grant Proposal.

2. Task Force 2 – Shellfish/Aquaculture and the Shellfish Advisory Committee are securing the last coordinates required for the chart plotting of historic shellfish beds, aquaculture areas, mooring field areas, etc.  Data will be delivered to Ned Lawson for data-entry into the master spreadsheet with an estimated completion date of March 1.

III. Conservation Commission Update: The Conservation Commission continues to discuss rewriting their rules and regulations, and has agreed to take written comments through February 21st.  A public hearing has been scheduled for March 7th.  The DBMC should provide a letter/schedule of recommendations to them with proposed modifications.

VOTED: DBMC/Shawn Dahlen/Ned Lawson will write a DRAFT letter of suggested changes to the rules and regulations by Friday, February 16.

IV. DBMC Portion of the Town Website:  Chapter 16:3 of the Town Bylaws (“The Duxbury Bay Management Commission”) will be added.


There being no further business, the meeting was adjourned at 8:05 pm.
