Duxbury Bay Management Commission
Meeting Minutes – Thursday, July 28, 2005
A meeting of the Duxbury Bay Management Commission (DBMC) was held at the Duxbury Senior Center at 7:00 pm.
In attendance were Skip Bennett, John Carnuccio, Shawn Dahlen, Kathy Ahern Gould, Ned Lawson, Jon Nash and Julie Waltz. A quorum was reached.
Missing were Don Gunster and Jack Kent.
VOTED: Ned Lawson proposed that John Carnuccio be elected chairman of the new committee. Shawn Dahlen seconded. Vote unanimous in favor.
VOTED: Shawn Dahlen proposed that Ned Lawson be elected as vice chairman (not chair apparent). Kathy Ahern Gould second. Vote unanimous in favor.
VOTED: Julie Waltz proposed that Jon Nash be elected Secretary. Dahlen second. Vote unanimous in favor.
Responsibilities of secretary to include: Minutes, posting of meetings, website content, press releases, library postings, etc.
“KEY TOPIC TASK FORCES”: Shawn Dahlen proposed that the DBMC split into smaller “task forces” to better manage ongoing projects (i.e. Island Creek project). Task forces would include up to three committee members, plus a quantity of concerned residents. It is hoped that this will encourage public participation.
Task Force 1 - “Island Creek Herring Run”: This task force will be overseen by Shawn Dahlen, Ned Lawson and Jon Nash. John Carnuccio proposed that Duxbury resident John McGrath be brought in as the “task master”.
This group will aim to meet for the hour prior to regularly scheduled DBMC meetings. The first meeting has not yet been scheduled.
Shawn Dahlen will look into local contractors to see if they have any interest in working on the Island Creek Herring Run restoration project.
Task Force 2 - “New Shellfish Grant Moratorium”: Task force will be overseen by Skip Bennett, Shawn Dahlen and Julie Waltz.
A letter will be drafted by the task force inviting the Duxbury Shellfish Committee to an upcoming DBMC meeting for the purpose of discussing current issues.
No meeting schedule has been determined as of yet.
OTHER BUSINESS
· It is assumed that Harbormaster Don Beers will be immediately appointed ex officio by the BOS.
· Shawn Dahlen will request that the secretaries from the Board of Selectmen, Zoning Board, Planning Board and Conservation Commission inform him when they have a project in a coastal area. He will then make arrangements to pick up relevant information shortly thereafter for review by the DBMC.
· DBMC will request that Don Beers approach Kingston and Plymouth to see if they have an interest in having one of their own residents present at regularly scheduled DBMC meetings. To this end, it is requested that Don Gunster speak with colleague (and Kingston resident) Corey Wisneski to see if she has an interest in participating.
· Don Gunster will obtain two additional copies of the Duxbury Bay Management Study Commission’s Draft Plan for Kathy Ahern Gould and for Skip Bennett.
· Jon Nash will work with Debora Katz to draft a press release about the new DBMC for the local papers.
· The basin is on schedule to be dredged again sometime in the next 12-24 months. Don Beers has been working with the Army Corps to establish a schedule, and we will learn more shortly.
· The new DBMC will likely be hard-pressed to not have a consultant assisting in its ongoing efforts.
It was decided that the meeting schedule will commence on the second and fourth Thursdays of every month until further notice. Therefore, our next scheduled meeting will be Thursday, August 11 at 7:00 pm in the Duxbury Senior Center.
There being no further business, the meeting was adjourned at 8:25 pm.
