BOARD OF SELECTMEN MINUTES
Present: Elizabeth Sullivan, Chair (arrived late); Andre Martecchini, Vice-Chair, and John Tuffy, Clerk.
Absent: No members were absent.
Staff: Richard MacDonald, Town Manager; Fred Dupere, Duxbury Labor Counsel; and Barbara Ripley, Executive Assistant.
The meeting was called to order at 4:15 PM.
OPEN FORUM
No items were discussed.
ONE-DAY LIQUOR LICENSE REQUEST
Ms. Carolyn Ricciardi was present, as a representative of the Duxbury Community Garden Club.
Mr. Tuffy moved that the Board of Selectmen grant a one-day Wine & Malt license to Ms. Carolyn Ricciardi, as a representative of the Duxbury Community Garden Club, for a wine and cheese reception to be held at the Duxbury Senior Center on Tuesday, October 10, 2006 from 7:30 PM to 8:00 PM, subject to the conditions of the following memoranda: Duxbury Police Chief (10/4/06); Deputy Fire Chief (10/4/06); Director of Inspectional Services (10/4/06); and Board of Health (10/5/06), and subject to the provision of proof of server training prior to the event. Second by Mr. Martecchini. Vote: 2:0:0.
EXECUTIVE SESSION
At 4:20 PM, Mr. Martecchini moved that the Board enter Executive Session in order to discuss strategy with respect to collective bargaining since an open meeting may have a detrimental effect on the Town’s bargaining position, and to re-convene in Open Session afterward, for the purposes of adjournment only. Second by Mr. Tuffy. Roll Call Vote: Mr. Tuffy, aye; Mr. Martecchini, aye.
Ms. Sullivan arrived at this point.
Mr. Dupere and Mr. MacDonald presented proposed Settlement Agreements between the Town of Duxbury and two labor unions: Duxbury Police Union and Duxbury Free Library Employees. Details of the agreement were described.
VOTES:
· Mr. Martecchini moved that the Board of Selectmen ratify the Settlement Agreement between the Town of Duxbury and the S.E.I.U., AFL-CIO, CLC, LOCAL 888 (Duxbury Free Library Employees), from July 1, 2006 through June 30, 2009, subject to appropriation at a Town Meeting. Second by Mr. Tuffy. Roll Call Vote: Mr. Tuffy, aye; Mr. Martecchini, aye; Ms. Sullivan, aye.
· Mr. Martecchini moved that the Board of Selectmen ratify the Settlement Agreement between the Town of Duxbury and the Duxbury Police Union, from July 1, 2006 through June 30, 2009, subject to appropriation at a Town Meeting. Second by Mr. Tuffy. Roll Call Vote: Mr. Tuffy, aye; Mr. Martecchini, aye; Ms. Sullivan, aye.
By consensus, it was decided to release the results of this meeting immediately afterward to anyone who would inquire, and then officially at the next Open Session of the Board of Selectmen.
END EXECUTIVE SESSION
At 5:40 PM, Mr. Martecchini made a motion to end the Executive Session and to reconvene in Open Session for the purposes of adjournment only. Second by Mr. Tuffy. Roll Call Vote: Mr. Tuffy, aye; Mr. Martecchini, aye; Ms. Sullivan, aye.
