BOARD OF SELECTMEN MINUTES                      Date:  December 19, 2005

Present:  John Tuffy, Chair; Elizabeth Sullivan, Vice-Chair and Andre Martecchini (arrived mid-meeting).

Absent:  No members were absent.

Staff:  Richard MacDonald, Acting Town Manager; and Barbara Ripley, Executive Assistant.

The meeting was called to order at 7:30 PM.


OPEN FORUM

No items were discussed.


PUBLIC HEARING:  AQUACULTURE GRANT RENEWALS

Mr. Paul Binsfield was present to represent the Shellfish Advisory Committee.  He said that the committee recommends approval of all four renewal applications.  He said that all requirements of Massachusetts General Law have been met by the applicants.

1)      Ms. Sullivan made a motion to renew Shellfish Aquaculture license #9432 for Mr. Michael George for a period of ten years.  Second by Mr. Tuffy.  Vote in favor of the motion was (2:0:0).

2)      Ms. Sullivan made a motion to renew Shellfish Aquaculture license #2212-2 for Mr. Christian Horne for a period of ten years.  Second by Mr. Tuffy.  Vote in favor of the motion was (2:0:0).

3)      Ms. Sullivan made a motion to renew Shellfish Aquaculture license #4438-1 for Mr. Gregory Morris for a period of ten years.  Second by Mr. Tuffy.  Vote in favor of the motion was (2:0:0).

4)      Ms. Sullivan made a motion to renew Shellfish Aquaculture license #0319-1 for Mr. Michael Doolin for a period of ten years.  Second by Mr. Tuffy.  Vote in favor of the motion was  (2:0:0).


TOWN MANAGER FY07 BUDGET PRESENTATION

Mr. MacDonald presented his recommendation for the FY07 budget.   Mr. MacDonald’s presentation included the following major points:

·       The FY07 budget is in balance as presented.
·       The FY07 budget represents “level service” to FY06.
·       An override is not necessary to achieve the balanced budget.
·       Free cash will be used to settle collective bargaining.
·       Stabilization and pension reserves were not utilized to balance the budget.
·       The schools were funded at “level dollars” from FY06.  It is assumed that the large number of anticipated retirements will provide the funds necessary to cover cost increases in the schools.


BRIEF TOWN MANAGER

Holiday Schedule:  Mr. MacDonald announced that Town Hall will close at noon on Friday, December 23, 2005 for the Christmas Holiday.  The transfer station will remain open until 4:00 PM on December 23 and December 24.  

Town Accountant:  Ms. Strother was present.  Mr. MacDonald announced that Ms. Sheryl Strother would be leaving her position with the Town of Duxbury in order to become the Chief Financial Officer for the Town of Wellesley, Massachusetts.  Mr. MacDonald expressed his gratitude to her for all of her help during the eleven years she has worked for the Town.


MINUTES

Ms. Sullivan made a motion to approve the Executive Session minutes of 12/10/05 as presented, to be kept under seal until the need for confidentiality has passed.  Second by Mr. Tuffy.  Vote in favor of the motion was (2:0:0).

Ms. Sullivan made a motion to approve the Executive Session minutes of 12/12/05 as presented, to be kept under seal until the need for confidentiality has passed.  Second by Mr. Tuffy.  Vote in favor of the motion was (2:0:0).

Ms. Sullivan made a motion to approve the Open Session minutes of 12/12/05 as presented.   Second by Mr. Tuffy.  Vote in favor of the motion was (2:0:0).


2006 ANNUAL TOWN MEETING WARRANT

Ms. Sullivan made a motion to open the warrant for the 2006 Annual Town Meeting.  Second by Mr. Tuffy.  Vote in favor of the motion was (2:0:0).

Mr. Martecchini arrived at this point.

Mr. Tuffy read a list of 45 articles which have been presented to the Board of Selectmen for inclusion on the 2006 Annual Town Meeting warrant.  Ms. Sullivan made a motion to close the warrant for the 2006 Annual Town Meeting.  Second by Mr. Martecchini.  Vote in favor of the motion was (3:0:0).


BUSINESS

Schedule of Meetings:  After discussion, it was determined that the Board of Selectmen will meet on the following dates in January:  January 9, 17, 23, and 30, and on the following dates in February:  February 6, 13, and 27.  Additional meetings will be scheduled if they are needed.


LICENSE RENEWALS

LIQUOR
(Note that most liquor licenses were renewed on December 5, 2005.)

Mr. Martecchini made a motion to renew the following liquor licenses for 2006, subject to payment of the renewal fee and provision of proof of server training.  Second by Ms. Sullivan.  Vote in favor of the motion was (3:0:0):

Mr. Martecchini made a motion to renew the Class One Auto License for Millbrook Motors, Inc. for 2006, subject to payment of the license fee and Proof of Workers’ Compensation insurance coverage.  Second by Ms. Sullivan.  Vote in favor of the motion was (3:0:0).



CLASS TWO AUTO

Mr. Martecchini made a motion to renew the Class Two Auto Licenses for Autobuys, Bayside Marine Corporation, and the Saint George Street Garage, subject to payment of the license fee, proof of bonding, and Proof of Workers’ Compensation insurance coverage.  Second by Ms. Sullivan.  Vote in favor of the motion was (3:0:0).
        

COMMON VICTUALLER:

Mr. Martecchini made a motion to renew the following Common Victualler licenses for 2006, subject to payment of the license fee and proof of Workers’ Compensation insurance coverage:
