BOARD OF SELECTMEN MINUTES                      Date:  November 28, 2005

Present:  John Tuffy, Chair; Elizabeth Sullivan, Vice-Chair; and Andre Martecchini, Clerk.

Absent:  No members were absent.

Staff:  Richard MacDonald, Acting Town Manager; and C. Anne Murray, Dept. Secretary.


The meeting was called to order at 6:30 PM.  

EXECUTIVE SESSION
Upon convening the meeting Mr. Tuffy made a motion to enter into Executive Session, for the purposes of:
a)      considering the taking, purchase, exchange, lease, or value of real property;
b)      discussing collective bargaining and litigation; and
c)      discussing recommendations from the King Caesar Advisory Committee which are of a confidential nature, as they relate to the King Caesar Poor and Hospital Fund which purpose is to provide medical relief for the poor and elderly citizens of Duxbury
in accordance with Massachusetts General Laws, Chapter 39, Section 23B, Subsections 6, 1, and 3 respectively, and to reconvene in Open Session afterward.  
Second provided by Mr. Martecchini.  A roll call vote was taken.  Mr. Tuffy “aye”, Ms. Sullivan “aye” and Mr. Martecchini “aye”. The motion passed unanimously. VOTE (3:0)

Having completed the Executive Session business at 7:50 PM, Mr. Tuffy made a motion to reconvene in Open Session.  Ms. Sullivan provided a second for the motion.  A roll call vote was taken.  Mr. Tuffy “aye”, Ms. Sullivan “aye” and Mr. Martecchini “aye”. The motion passed unanimously. VOTE (3:0)

MEETING RE-CONVENED IN OPEN SESSION

The meeting was re-convened in Open Session at 7:50 PM.

OPEN FORUM

No items were discussed.


ACCEPTANCE OF DONATION(S) TO THE BLUEFISH RIVER         
                FIREHOUSE RESTORATION PROJECT

Ms. Nancy Bennett, from the Bluefish River Firehouse Restoration Committee, was present.  She requested that the Board accept a donation from Mr. and Mrs. William T. Boyd.

Ms. Sullivan moved that we accept the generous donation of two-hundred fifty dollars from Mr. and Mrs. William T. Boyd of Elm Hill Lane for the restoration of the Bluefish River Firehouse.  Second by Mr. Martecchini.  Motion passed unanimously.  VOTE (3:0).




BONUS SHELLFISH SEASON

The Harbormaster provided a memorandum dated 11/25/05 to the Board of Selectmen, stating that ongoing Shellfish Department surveys and daily monitoring indicate abundant shellfish resources within the Town.  Therefore, he recommended a bonus shellfish season.  



Ms. Sullivan made a motion to declare a temporary Bonus Shellfish Season for:

A.      the commercial harvesting of softshell clams for the month of December 2005, as per regulations in Attachment B & C of the above-referenced Harbormaster’s memorandum; and
B.      the commercial harvesting of quahog clams for the month of December 2005, as per regulations in Attachment A & C of the above-referenced Harbormaster’s memorandum; and
C.      the recreational harvesting of softshell clams for the month of December 2005, as per regulations in Attachment D of the above-referenced Harbormaster’s memorandum.
Second by Mr. Martecchini.  Motion passed unanimously.  VOTE (3:0).



TOWN MANAGER’S BRIEF

GIS Software Expanded: Mr. MacDonald announced that we have expanded our available software for greater GIS capabilities.  Eventually you will be able to get digital maps via the website.  A grant application was recently made to GIS for training and technical assistance.

Labor negotiations:  Mr. MacDonald felt under the circumstances it was appropriate to postpone labor negotiations until after the Town Manager is named.

Warrant Articles:  Mr. MacDonald reminded the public that Attorney Robert Troy will be available to assist people with the drafting of warrant articles on Thursday, December 8th at 2:00 PM.  Mr. Martecchini commented that Atty. Troy had already held one session and it was very helpful.


COMMITTEE APPOINTMENTS/RE-APPOINTMENTS

There were no appointments or re-appointments.


DUXBURY HOLLY DAYS
Mr. Martecchini said yesterday’s Duxbury Holly Days was a great success and a lot of fun.  The Duxbury Business Association did a great job organizing the event.  Mr. Martecchini specifically acknowledged all the work done by Anne Antonellis to make the event a success.


TOWN MANAGER SELECTION STATUS

John Tuffy said the Board will be trying to arrange a site visit for Mr. Boudreau to come to Duxbury to meet with Department Heads of the Public Safety Departments, Schools, and other departments sometime this week.  The Board will also be arranging to visit Norwell as soon as possible.

Another date for further interviews with Mr. MacDonald and Mr. Boudreau will be set and that information will be made available to the public.



ADJOURNMENT

Mr. Martecchini made a motion to adjourn the meeting at 8:00 PM.  Second by
Ms. Sullivan.  The motion passed unanimously.  VOTE (3:0).
