BOARD OF SELECTMEN                                              JANUARY 31, 2003

The meeting was called to order at 8:22 a.m.  Present were Selectmen John Tuffy, Elizabeth Sullivan, Andre Martecchini and Town Manager, Rocco Longo.  

OPEN FORUM

Mrs. Beverly Walters, Friends of the Council on Aging indicated she attended the meeting in order to get a better understanding of the Duxbury Senior Center Building Use Policy as it pertains to obtaining a One-Day Liquor License.  Mr. Scott Whitcomb was in attendance on behalf of Leigh B. Lench, and to answer any questions regarding her request for a One-Day Liquor License for a Luncheon and Lecture scheduled to be held at the Duxbury Senior Center on Saturday, February 1, 2003 from 11:30 – 3:00 p.m.

ONE-DAY LIQUOR LICENSE REQUEST - CARAPAN - LEIGH B. LENCH

Mr. Tuffy moved to approve a One-Day Liquor License for a Luncheon and Lecture to be held by Leigh B. Lench of Carapan, on Saturday, February 1, 2003 at the Duxbury Senior Center from 11:30 a.m. – 3:00 p.m.  All in favor, Mrs. Sullivan “Aye”, Mr. Martecchini “Nay, Mr. Tuffy “Aye”.  The motion was carried 2-1.

Mr. Tuffy noted a One-Day Liquor License would be granted at this time because everyone acted in good faith.  Approval letters were obtained from Richard MacDonald, Director of Building/Inspectional Services, Chief William Harriman, Duxbury Fire Department and Chief Mark DeLuca, Duxbury Police Department.  He also noted that the appropriate liability insurance and Bartender’s Server Training Certificate(s) were received.

However, Mr. Tuffy also noted that the Board of Selectmen has complete authority to grant a One-Day Liquor License on a case by case basis.  If the intent were to hold an event as a fundraiser that benefits the Town, or Town-related services, that would be acceptable.  The Board also welcomes the use of the Duxbury Senior Center for a function held by either a non-profit or profit making organization when liquor is not being served.   

Mr. Longo recommended the “Duxbury Senior Center Building Use Policies” document could be updated to include a preamble that would clarify the Board of Selectmen’s intended use of the facility.  The Board agreed with this recommendation.

THE SCHEDULING OF BOARD OF SELECTMEN BUDGET MEETINGS

The Board of Selectmen agreed to meet on Tuesday, February 4, 2003 at 7:00 p.m. at the Old Town Hall and again on Thursday, February 6, 2003 at 7:00 p.m. at the Old Town Hall to vote on the FY 04 Budget.  The Board asked Mr. Longo to further explain, at the next Board of Selectmen’s meeting, the Town’s need to make every effort not to spend the difference between the $230,000 in which he forecasted the Town would not receive from the State, and the $90,000 the State reported it actually plans to cut.  

The meeting adjourned at 9:02 a.m.
