BOARD OF SELECTMEN MEETING                              January 22, 2002

The meeting was called to order at 7:32 p.m.  Present were Selectmen Andre Martecchini, Chair and Margaret Kearney.  John Tuffy and Rocco Longo, Town Manager was absent.

Members of the Finance Committee were also in attendance for the Capital Budget discussions:  J.R. Kent, Chair, Betsy Sullivan, Frank Mangione, Ken Mattern, Paul Desmond, Joe Lewis, and Gale Willauer.

OPEN FORUM

There was no one present under the Open Forum.

CAPITAL BUDGET REQUEST
        Mary Beth MacQuarrie

Present for discussion with the Board of Selectmen: Mary Beth MacQuarrie, Information Systems Administrator, Dick Finnegan, Deputy Assessor and Joe Grady, Conservation Administrator.

Ms. MacQuarrie outlined her FY-2003 capital budget request as follows:

Ms. MacQuarrie stated that at the present time there are no scanners in Town Hall.

CAPITAL BUDGET REQUEST

Present for discussion with the Board of Selectmen: Joe Grady, Conservation Administrator, Friend Weiler, Chair, Members of the Conservation Commission - Sam Butcher, Art Vautrain, and Anne Hill.  Also present were members of the Open Space & Recreation Committee: Holly Morris, Chair, Dick Rothschild Steve Donovan, Ed McGlinchey, Chair of the Community Preservation Committee as well as Kay Foster, 134 Surplus St.

Joe Grady presented his capital budget request for FY-03 for Pond Maintenance in the amount of $5,000.  The Selectmen felt that in preparation of budgets for future years that this amount should be included in the Conservation Commission's operating budget.  


ARTICLE 10 - FUNDING OF THE CONSERVATION FUND
Friend Weiler, Chair of the Conservation Commission asked the Selectmen to reconsider the fact that the Town Manager had budgeted only $25,000 for the Conservation Fund in Fiscal year 2003 that starts on July 1, 2002.  The Conservation Commission would like the Board to consider funding $100,000 for the Conservation Fund.

Mr. Weiler gave to the Board a copy of the history of the Conservation Fund as well as recent Conservation Acquisitions that are attached and made part of these minutes.  Mr. Weiler explained that the Commission has made good use of the funding over the years and that the Town has a good partnership with the Wildlands Trust.  

Holly Morris, Chair of the Open Space and Recreation Committee informed the Board that their Committee strictly relies on the Fund for their committee to do their work. The Conservation Fund spent $4,000 for Open Space maps last year. She also commended Joe Grady for his management of the fund.

Mrs. Kearney stated that she agrees with every comment made this evening concerning the importance of the Conservation Fund, but we have to keep in mind that the Town Manager has a huge budget shortfall to deal with this year.  

Mr. Martecchini felt that the Selectmen has been very supportive of the Conservation Fund over the years and before any final decisions are made it would be necessary to have a presentation by the Community Preservation Committee.  This budget has been the toughest to balance in 5-7 years.

The Selectmen made the following recommendations concerning the DPW budget:

1.  Town Floats - the one at Shipyard Beach would be done in FY-03 and the one at             
     Landing would be done in FY-04.

Field Maintenance - In the future this request should be made part of the Operating Budget.

It was brought to the attention of Mr. Cushing that perhaps the Municipal Commission on Disability could fund the cost of the Hoyer Lift.

The Board wanted to know how the parking situation was coming along at the pool.  Mr. Cushing stated that the Highway Safety Committee was looking into steps that would hopefully solve the parking problem at the pool.

Mr. Cushing noted that the Town receives approximately $110,000 in revenues from the North Hill Golf course.

BUSINESS

1/14/02 Minutes

The Board of Selectmen voted to approve the minutes of January 14, 2002 as drafted.

Shellfish Aquaculture Grant
Paul McCarthy

The Board of Selectmen voted to approve the Shellfish Aquaculture Grant for Paul McCarthy as amended.  The Selectmen, with this approval, request that the Division of Marine Fisheries revisit the site for inspection as required by M.G.L. Chapter 130.

The Capital Budget Requests for the Fire Department were outlined as follows by Chief Harriman according to the balanced budget presented by the Town Manager on January 14, 2002:

Chief Harriman stated the reasons why he felt it was necessary to lease purchase an aerial ladder truck as well as purchase a replacement for the Deputy Chief's Car for the Town in this fiscal year:

Safety factor of the residents as well as his employees.  

Ladder Truck has served the Town well for 26 years.  Recently it has experienced significant problems and the Town has spent $28,000 to repair it.  

Recommending that the Town enter into a lease purchase contract where the first payment would not be due until one year after delivery, or in July of 2004 (FY05).

Deputy Chief's Car:

1995 Used Police Cruiser with 147,000 miles
Deputy Chief needs a safe reliable vehicle to respond to emergency calls.

The request for the 17' Boston Whaler was mutually agreed upon to have this item withdrawn for this fiscal year by the Town Manager and the Fire Chief.

MISCELLANEOUS

Mr. Martecchini announced that there will be an all day management retreat on Saturday, January 26, 2002 at the Bertram Conference Center on Washington Street.
