5-13 Board Of Selectmen Minutes

BOARD OF SELECTMEN MEETING                              May 13, 2002

The meeting was called to order at 7:15 P.M.   Present were Selectmen John Tuffy, Chair, Betsy Sullivan, and Rocco Longo, Town Manager.  Mr. Martecchini was absent for the Executive Session and arrived for the regular board meeting at 7:57 p.m.

At 7:17 p.m. it was moved and seconded to go into Executive Session to discuss recommendations from the King Caesar Advisory Committee which are confidential in nature as they relate to the King Caesar Poor and Hospital Fund, the purpose of which is to provide medical relief for the poor and elderly citizens of Duxbury, and to reconvene in open session in accordance with Mass. General Laws Chapter 39, section 23B, Subsection 1.  There was a roll call vote (Mrs. Sullivan - "aye," Mr. Tuffy - "aye").

At 7:40 p.m. it was moved and seconded to adjourn the Executive Session and to immediately reconvene in Open Session with Mass. General Laws Chapter 39, section 23B, Subsection 1.  There was a roll call vote (Mrs. Sullivan - "aye", Mr. Tuffy - "aye").  

Open Session reconvened at 7:45 p.m. and there was no one present under the Open Forum.

NSTAR - CHESTNUT STREET PROJECT UPDATE
        Warren Bouten

Present for discussion with the Board of Selectmen: Warren Bouten and Mary Ott

Mr. Bouten informed the Board of Selectmen within the next four-week period the Chestnut Street project should be completed. The delay is due to the pole relocation.  

Mary Ott questioned as to what the situation was with the mailboxes on Chestnut St. Mr. Longo explained that the Post Office makes the decision as to the placement of the post office boxes on Chestnut Street.  Mr. Martecchini considers them to be "safety hazards" the way the boxes are placed now, because residents have to visually stand in the street to collect their mail from their box.

SIDEWALK COMMITTEE UPDATE
        Dick Rothschild

Present for discussion with the Selectmen: Dick Rothschild, Holly Morris, Chair of the Open Space and Recreation Committee, Mary Ott, John Taft, Jeff Lewis, and John LaRose.

Dick Rothschild presented the concept of establishing a new committee to prepare a five-year action plan to develop a walk/bike path master plan, budget, financing options and proposals for phased implementation of the plan.

The Selectmen recognize the need to link the two issues, i.e. sidewalks and bike paths.  Mr. Martecchini pointed out that the first year this committee would be in the planning
stages.  Mr. Martecchini also stated "that to get grant funding is an extremely laborious process, but if we don't start, we'll get zero."

Ms. Morris, Open Space and Recreation Committee Chair wanted to see this committee established as it fits in with the goals of the Open Space and Recreation Space Plan.

Mr. Longo pointed out that he should have a new DPW Director and a new Planner on staff within the next thirty days or so.  There is no one on staff right now that could assist this committee.  Mr. Longo recommended that this item be placed on the Selectmen's agenda sometime towards the end of June.
BUSINESS

Town Manager's Brief

Mr. Longo reported that the interviews for the position of DPW Director are going very well and he should have the field narrowed to three finalists by the end of the week.

Discussion - Duxbury Bay Management Committee

Present for discussion with the Board of Selectmen: William Driver, Arthur Bennett, Shawn Dahlen, John Kolstad, and Mary Ott.

Mrs. Sullivan felt very strongly that a public forum should be held with a professional facilitator before appointing a committee to study the bay.

After a long discussion on how to form the committee and receiving input from the members of the audience, the Board decided that at their meeting next week the Selectmen would do the following:

Each Selectmen would prepare an outline of how they wanted the committee created.
Develop a list of volunteers and determine how large a steering committee would be appointed.  Mr. Tuffy stated "it was important to start with a small steering committee that would define the issues and to have a budget prepared as to what this undertaking would cost."  The Selectmen could appoint a larger committee once that process has been completed.  This work would have to be accomplished prior to a RFP going out for bid.
Prepare a charge for the committee.

Open Air Parking Lot Permit - Duxbury Beach Reservation, Inc.

The Board of Selectmen voted to grant an Open Aid Parking Lot Permit to the Duxbury Beach Reservation, Inc. to provide parking facilities for approximately 1400 cars for the purpose of providing public recreational facilities at Duxbury Beach.

The meeting was adjourned at 9:05 p.m.
