9-16 Board of Selectmen Minutes
BOARD OF SELECTMEN                                              September 16, 2002

The meeting was called to order at 7:30 p.m.  Present were Selectmen John Tuffy, Chair, Elizabeth Sullivan, Andre Martecchini and Rocco Longo, Town Manager.

OPEN FORUM

There was no one present under the Open Forum.

NUCLEAR ADVISORY COMMITTEE DISCUSSION

A draft letter to the Massachusetts Emergency Management Agency (MEMA) was submitted to the Board and an overview of its contents was given by Mrs. Mary Lampert, Chairman of the Nuclear Advisory Committee.  This letter is attached and made part of these minutes.   
 
Mrs. Lampert also indicated that Entergy should be forced to store its spent nuclear rods in dry storage casks instead of the current method of leaving the spent rods in cooled pools.  Both Mr. Martecchini and Mrs. Sullivan noted they wanted to hear both sides of the issue and indicated they would invited Mike Belamy, Vice-President of Entergy to a future meeting to discuss the issue.   

BUSINESS

Town Manager's Brief

Mr. Longo reminded everyone that tomorrow is Election Day.  The polls will be open from 6:00 a.m. – 8:00 p.m.

On Wednesday, September 18th at 2:00 at Grays Beach, there will be a ceremony to celebrate the opening of Kingston Bay to shellfish harvesting under the conditions stipulated in a management plan agreed upon by the Division of Marine Fisheries and the Towns of Duxbury and Kingston.  

CPZBIC Proposed Schedule

Mr. Longo reviewed with the Board a tentative schedule submitted by Town Planner Christine Stickney, should there be an agreement to have by-laws proposed by members of the Planning Board and the Comprehensive Plan Zoning By-Law Implementation Committee (CPZBIC) go forward for a November 18th Special Town Meeting.

Mr. Martecchini indicated public response on proposed zoning changes has been very positive.  

Mr. Longo noted the Town needs to check with the Schools, Town Moderator, Town Counsel and the Finance Committee to determine if there will be enough time to prepare and post the legal notice.  The Warrant also needs to open/close by 10/28/02 as well.

Mr. Frank Mangione, a member of the Finance Committee, informed the Board there is a Finance Committee meeting planned on 9/24/02 and this is on the agenda.  The Board asked for a recommendation on the Article from the Finance Committee.  

Request to Lift Water Restrictions

The Board favorably voted to lift the water restrictions as presented in a memo from Carl Hillstrom, Water/Sewer Superintendent, dated September 11, 2002.  This letter is attached and made part of these minutes.

Acceptance of $1,000 Grant for Duxbury Animal Shelter

The Board favorably voted to accept a grant in the amount of $1,000.00 payable to the Town of Duxbury from Mr. & Mrs. William D. Benjes for the new Duxbury Animal Shelter.

Acceptance of $500 Donation for Duxbury Animal Shelter

The Board favorably voted to accept a donation in the amount of $500.00 payable to the Town of Duxbury from Ms. Patricia A. Zinkowski for the new Duxbury Animal Shelter.

Acceptance of $100 Donation for the Conservation Commission

The Board favorably voted to accept a donation in the amount of $100.00 payable to the Conservation Commission from the Village of Duxbury, on behalf of the memory of Mrs. Florence Bennett’s son, Lansing Bennett.

Executive Session Meeting Minutes 9/9/02

The Board favorably voted to accept the Executive Session minutes of 9/9/02 as presented.  Mr. Martecchini, who was not present for that meeting, abstained.

Committee Appointments:

Council on Aging – The Board favorably voted to appoint The Rev. Elizabeth B. Steven to the Council on Aging for a three-year term to expire on 6/30/05.

Massachusetts Bay Transportation Authority (MBTA) Advisory Board – The Board favorably voted to appoint Mr. David Matthews to the Massachusetts Bay Transportation Authority (MBTA) Advisory Board for a one-year term to expire on 6/30/03.

Miscellaneous

The Board requested Annie Eldridge provide them with an update on the new Duxbury Animal Shelter.

Mr. Martecchini asked Mr. Longo when Budget presentations would begin.  Mr. Longo informed the Board that submission of budgets by Department Heads was due last Friday.  He also noted that he would have preliminary FY 04 Budget information at the next Board of Selectmen meeting to be held on 9/30/02.  Mrs. Sullivan noted that she would like to attend a Saturday workshop on school budgets if one is available.
