The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, September 21, 2010 beginning at 7:00 p.m. Members present included, Thomas Gill, Dianne Hearn, Barbara Kelley, and Corey Wisneski. Chairman Joseph Messina, Samuel Butcher, and Holly Morris were absent. Since the Chairman was absent, Dr. Gill was Acting Chairman.
PM, BENEDICT / KAISER, 423 AND 425 BAY RD., LANDSCAPING
Representing the applicants was Nicholas O’Connor from O’Connor Landscape. The applicant filed a Request for Determination of Applicability (RDA) for landscape work in the buffer to salt marsh. To control the growth of phragmites, Mr. O’Connor proposes to cut back the vegetation and apply herbicides to the plants. Ms. Hearn asked Mr. O’Connor to report back to the Conservation Commission as to the effectiveness of the herbicide program to control the phragmites. Ms. Hearn made a motion that was seconded to issue a negative determination that a Notice of Intent is not required for the landscaping project at 423 and 425 Bay Road. The vote was 4 – in favor; 0 – opposed. Motion passed.
PH, DUXBURY CONSTRUCTION, 150 LAKESHORE DRIVE, PATIO, GRADING
Representing the property owner was the applicant Freeman Boynton of Duxbury Construction LLC. The proposed project is to regrade the backyard and construct a brick patio in the buffer to a pond. Mr. Boynton explained the yard would be sloped to direct runoff towards the side yard woods rather than the pond. Ms. Kelley made a motion that was seconded to issue Orders of Conditions for the landscape and patio project, subject to receipt of the DEP file number. The vote was 4 – in favor; 0 – opposed. Motion passed.
ADMINISTRATIVE MATTERS
Action on the meeting minutes was postponed because of lack of a quorum of members who attended the meetings.
The Commission inquired as to the status of proposed resolution plans for 67 Harden Hill (SE 18-1457) and for 644 Washington Street (SE 18-1515) to bring each of those projects into compliance with the Orders of Conditions. Letters are to be sent to the applicants requesting final plans.
