The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, June 22, 2010 beginning at 7:00 p.m.  Members present included Chairman Joseph Messina, Thomas Gill, Barbara Kelley and Corey Wisneski.  Samuel Butcher, Dianne Hearn, and Holly Morris were absent.  Also present was Conservation Administrator Joe Grady.

PH, DUXBURY CONSTRUCTION LLC, 278 HARRISON ST., SE 18-1536
Representing the applicant were Freeman Boynton, Jennifer Peters and the contractor.  The proposed project is construction of an addition and installation of a new septic system.  Coverage within the buffer zone to bordering vegetated wetlands will increase to 13.6%.  The Commission asked that as part of the Orders of Conditions the applicant’s engineer provide a certified as-built plan of the foundation and that the Conservation Administrator conduct a site inspection of the foundation before continuing with construction of the addition.  Dr. Gill made a motion that was seconded to issue Orders of Conditions for SE 18-1536.  The vote was 4 – in favor; 0 – opposed.  Motion passed.

ADMINISTRATIVE MATTERS
The Commission reviewed requests for Certificates of Compliances for SE 18-1497 and SE 18-1515 (644 Washington St.); SE 18-1453 (685 Washington St.); SE 18-1238 (20 Island Creek Rd.); SE 18-1368 (70 Onion Hill Rd.); and SE 18-1204 (830 Franklin St).  The Conservation Administrator reported he could only recommend issuance of Certificates for SE 18-1238 and SE 18-1204.  Mr. Grady indicated the as-built plan for 644 Washington Street was not accurate and that the project did not conform to the plan approved in the Orders of Conditions.  Mr. Grady indicated that a deck was constructed without a permit at 70 Onion Hill Rd.; and the vegetated planting bed at 685 Washington Street was not the correct size.  The Commission postponed action on the Certificates for SE 18-1497, SE 18-1515, SE 18-1368, and SE 18-1453 and directed the Conservation Administrator to send letters of non-compliance to the property owners.

Ms. Kelley made a motion that was seconded to issue Certificates of Compliances for SE 18-1238.  The vote was 4 – in favor; 0 – opposed.

The project for SE 18-1204 was never done.  Ms. Kelley made a motion that was seconded to issue Certificates of Compliances for SE 18-1204 noting the work was never started and the permit has expired.  The vote was 4 – in favor; 0 – opposed.  Motion passed.

The Commission postponed action on the draft meeting minutes since not a quorum of members who attended those meetings.

Meeting adjourned at 7:40 p.m.
