The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, October 6, 2009 beginning at 7:00 p.m. Members present included Chairman Joseph Messina, Thomas Gill, Dianne Hearn, Barbara Kelley, Holly Morris and Corey Wisneski. Samuel Butcher was absent. Also present was the Conservation Administrator Joe Grady.
CONT’D. PH, STANTON, 62 POWDER POINT AVE., SE 18-1517
The DEP file number had been issued. Dr. Gill made a motion that was seconded to issue Orders of Conditions. The vote was 6 – in favor; 0 – opposed. Motion passed.
DUXBURY BEACH RESERVATION, INC., EXTENSION PERMIT, SE 18-1198
Representing DBR, Inc. were Margaret Kearney, Alan Vautrinot, Shawn Dahlen and Kay Foster. The applicant requested a three-year extension of the Orders of Conditions SE 18-1198. Mr. Vautrinot reported on the activities at Duxbury Beach. Mr. Vautrinot also explained a possible future salt marsh restoration project. Dr. Gill made a motion that was seconded to issue an extension permit for three years for Orders of Conditions SE 18-1198. The vote was 6 – in favor; 0 – opposed. Motion passed.
ADMINISTRATIVE MATTERS
The Commission reviewed requests for Certificates of Compliances for SE 18-1259 (47 St. George St.); SE 18-646 (23 Ocean Rd. South) and SE 18-1464 (174-178 Marshall St.) The Conservation Administrator recommended Certificates of Compliances for SE 18-1259 and SE 18-646, but could not recommend a Certificate for SE 18-1464 since the walkway was constructed wider than what was approved in the Orders of Conditions. A letter will be sent to the applicant’s engineer. Dr. Gill made a motion that was seconded to issue a Certificate of Compliance for SE 18-1259. The vote was 6 – in favor; 0 – opposed. Motion passed.
Ms. Kelley made a motion that was seconded to issue a Certificate of Compliance for SE 18-646. The vote was 6 – in favor; 0 – opposed. Motion passed.
The Commission reviewed draft minutes of the meetings on September 1 and September 15, 2009. Ms. Kelley made a motion that was seconded to approve the minutes of the meeting on 9/1/2009 as drafted. The vote was 4 – in favor; 0 – opposed; 2 – abstentions (Gill, Morris).
Dr. Gill made a motion that was seconded to approve the minutes of the meeting on 9/15/2009 as drafted. The vote was 5 – in favor; 0 – opposed; 1 – abstention (Hearn). Motion passed.
The Conservation Administrator reported that the DPW would start work on the Bird Sanctuary behind the Alden School tomorrow.
The Conservation Administrator reported that Requests for Proposals are being written for Cherry Street Bog and Duxbury Bog. Ms. Morris, Ms. Kelley and Ms. Wisneski volunteered to review the proposals.
The Commission signed the conservation restriction #33 for town-owned Camp Wing parcel.
EXECUTIVE SESSION – POTENTIAL LAND ACQUISTIONS
At 7:40 p.m. Dr. Gill made a motion that was seconded by Ms. Kelley to go into executive session.
Motion: to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.
Vote: A roll call vote was taken: 6 – in favor; 0 – opposed. Motion passed.
At 8:00 p.m. Dr. Gill made a motion that was seconded by Ms. Kelley.
