The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, November 4, 2008 beginning at 7:30 p.m. Members present were Chairman Joseph Messina, Samuel Butcher, Dianne Hearn, Thomas Gill, Barbara Kelley, and Holly Morris. Corey Wisneski was absent. Also present was Joe Grady, Conservation Administrator.
CONT’D. PH, CASTANON, 201 MARSHALL ST., SE 18-1492
Representing the applicant were Christopher and Marissa Castanon and Freeman Boynton from Duxbury Construction LLC. Also present was the consultant for the Conservation Commission Lenore White from Wetlands Strategies, Inc. Ms. White reported on her review of the site and the proposed restoration plan. She indicated the proposed restoration plan was inadequate. She had concerns about long-term impacts to the wetlands, salt marsh and wildlife habitat. Ms. White reported as a result of the violation, the Commission had the power to revoke the original Orders of Conditions (SE 18-1473) for the vista clearing. Mr. Castanon questioned the extent of tree cutting done outside the scope of the original Orders of Conditions. The Chairman noted receipt of written correspondence from Mark Mahoney and Ilene
Horvitz dated 10/8/2008; from David Thomas dated 11/4/2008; and from the Chairman of the Planning Board dated 10/6/2008. Mr. William Thayer, 105 Marshall Street presented before and after photographs of the disturbed area. The Commission asked for a more definitive plan that identified the cut stumps in order to establish the 50% baseline that was originally permitted and to recommend plantings that would survive in a coastal setting and of sufficient size and quantity to reestablish the vegetated buffer. Dr. Gill made a motion that was seconded to continue the public hearing to December 16, 2008 at 7:35 p.m. the vote was 6 – in favor; 0 – opposed. Motion passed.
CONT’D. PH, WILLIAMS, 454 FRANKLIN ST., SE 18-1488
Representing the applicant was Rick Grady from Grady Consulting, Inc. The Commission’s consultant Lenore White from Wetlands Strategies, Inc. was also presented for the discussion. The applicant presented a revised site plan as a result of a site meeting with Ms. White, Mr. R. Grady and the Conservation Administrator. Ms. White gave her review of the revised plan. It was recommended that more boulders be added along the 100-foot buffer and to revegetate areas where existing woodchips are to be removed. Mr. Butcher made a motion that was seconded to issue Orders of Conditions. The vote was 6 – in favor; 0 – opposed. Motion passed.
ADMINISTRATIVE MATTERS
The Conservation Administrator alerted the Commission on a problem regarding cutting of trees for firewood on the Camp Wing Conservation Area off Franklin Street.
The Commission reviewed meeting schedule and decided to meeting earlier.
