Conservation Comm. Minutes - 2007/11-27
The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, November 27, 2007 beginning at 7:30 p.m.  Members present were, Thomas Gill, Dianne Hearn, Barbara Kelley, Holly Morris and Corey Wisneski.  Chairman Joseph Messina and Samuel Butcher were absent.  Dr. Gill was Acting Chairman.  Joe Grady, Conservation Administrator was also present.

CONT’D. PH, HINCKLEY, 160 WASHINGTON ST., SE 18-1450
The Commission’s consultant, Wetlands Strategies, had not completed its report so the public hearing needed to be continued.  Ms. Kelley made a motion that was seconded to continue the public hearing to December 18, 2007 at 8:05 p.m.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

PM, MASS. HIGHWAY DEPT., ROUTE 3, REPAVING
Representing the applicant were Tom McGuire and Bill Travais.  The proposed project is to repave sections of Route 3.  Ms. Hearn made a motion that was seconded to issue a negative determination that a Notice of Intent is not required for the maintenance project.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

CONT’D PH, LOJKO, 84 MARSHALL ST., SE 18-1449
Representing the applicant were Paul Brogna from Seacoast Engineering and the property owner, Joe Lojko.  A revised plan showing the revised wetlands delineation was submitted.  The Commission had concerns regarding access to the walkway over high tide grass and indicated the applicant should consider alternatives that would have the walkway begin at the upland or consider a shared pier.  In response to the Commission’s request for the plan to be stamped by a land surveyor, Mr. Brogna reported on discrepancies with the land court plan and what was in that field that needed to be resolved.  Ms. Kelley made a motion that was seconded to continue the public hearing to February 12, 2008 at 7:35 p.m.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

CONT’D. PH, SALMELA, 4 MIDWAY RD., POOL, SE 18-18-1454
Since the DEP file number had been issued Ms. Kelley made a motion that was seconded to close the public hearing and issue Orders of Conditions for construction of a pool.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

PM, COLELLA, 110 LAUREL ST., PORCH
Representing the applicant was Jim Wolffer from Shoreline Builders.  The proposed project is to construct a porch in the footprint of an existing deck.  The project is located 95 feet from the wetlands.  Ms. Morris made a motion that was seconded to issue a negative determination that a Notice of Intent is not required for the project.  The vote was 5 – in favor; 0 – opposed.  Motion passed.

ADMINISTRATIVE MATTERS
The Commission reviewed a request for a Certificate of Compliance for SE 18-1405.  Ms. Kelley made a motion that was seconded to issue the Certificate of Compliance for SE 18-1405.  The vote was 5 – in favor; 0 –opposed.  Motion passed.
