The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, April 3, 2007 beginning at 7:30 p.m. Members present were Chairman Joseph Messina, Samuel Butcher, Thomas Gill, Dianne Hearn, Barbara Kelley, and Donald Merry. Holly Morris was absent. Joe Grady, Conservation Administrator was also present.
PH, DUXBURY CONSTRUCTION LLC, 379 KING CAESAR RD., GROINS, SE 18-1404
Representing the applicant was Freeman Boynton. The proposed project is to place back the groins removed during the construction of the seawall and to add sand to the beach. Mr. Boynton presented photographs that showed the previous groins. He estimated approximately 200 yards of sand would be needed to fill the groins. Mr. Merry made a motion that was seconded to issue Orders of Conditions. The vote was 6 – in favor; 0 – opposed. Motion passed.
PH, JOHNSON, 100 PATTEN LN., BOARDWALK, LANDSCAPING
Representing the applicant was Richard Johnson from Steven Stimson Associates. The proposed project was landscaping, construction of boardwalks for paths over a dune / barrier beach and to reduce the size of the existing parking area by native species plantings. Installation of the posts for the boardwalk over an intermittent stream will be dug by hand. Mr. Grady asked if there were any plans to control the invasive species. Fertilizer will be used only to establish the new plantings. Robert Johnson from 36 Goose Point Lane asked how the site would be accessed and it was reported access would be off Standish Street. No DEP file number had been issued. Mr. Butcher made a motion that was seconded to continue the public hearing to April 17, 2007 at 7:45 p.m. since there is no file
number. The vote was 6 – in favor; 0 – opposed. Motion passed.

The DEP file number had been issued. Mr. Butcher made a motion that was seconded to issue Orders of Conditions. The vote was 6 – in favor; 0 – opposed. Motion passed.

The DEP file number had been issued. Mr. Butcher made a motion that was seconded to issue Orders of Conditions. The vote was 6 – in favor; 0 – opposed. Motion passed.
ADMINISTRATIVE MATTERS
The Commission postponed action on the request for a Certificate of Compliance for SE 18-1298 (11 Bailey’s Circle) since the slope needs to more stabilization.
The Conservation Administrator reported that the owners of 641 Summer Street had created an earthen berm that extended onto the abutting town-owned property. Dr. Gill made a motion that was seconded to have the property owners of 641 Summer Street remove the the berm off the town-owned conservation property and to clean up and stabilize the area. The vote was 6 – in favor; 0 –opposed. Motion passed.
The Commission reviewed a request to hire two interns to work for the Conservation Department through August, 2007. Mr. Butcher made a motion that was seconded to approve funding two summer interns from the Conservation Fund in the amount of $7,000. The vote was 6 – in favor; 0 –opposed. Motion passed.
The Conservation Administrator reported he issued an enforcement order to the property owner at 152 Marshall Street to remove the float off the salt marsh. Mr. Butcher made a motion that was seconded to reaffirm the issuance of the enforcement order to remove the float off the salt marsh at 152 Marshall Street. The vote was 6 – in favor; 0 –opposed. Motion passed.
Mr. Butcher made a motion that was seconded to nominate Joe Messina as the Conservation Commission designee to the Open Space & Recreation Planning Committee. The vote was 6 – in favor; 0 – opposed. Motion passed.
The Commission discussed the trash policy at Duxbury Beach and recommended the Chairman write a letter to the Duxbury Beach Reservation, Inc. requesting a review of the trash policy.
