Conservation Comm. Minutes - 2007/02-20
The Conservation Commission held a meeting in the Mural Room, Lower Level of Town Hall on Tuesday, February 20, 2007 beginning at 7:30 p.m.  Members present were Chairman Joseph Messina, Samuel Butcher, Thomas Gill, Dianne Hearn, Donald Merry, and Holly Morris.  Barbara Kelley was absent. Joe Grady, Conservation Administrator was also present.

These two public hearings were held simultaneously since the work pertains to the same seawall but in differ sections of the wall.  Representing the applicant was Duxbury DPW Director, Tom Daley who explained the proposed repair project.  All work will be done at low tide and any demolition debris will be removed from the resource area at the end of each work day.  The work will be completed by June, 2007 in order to get some funding from the State.   The proposed project needs to be reviewed by the Duxbury Bay Management Commission.  No DEP file number had been issued.  Mr. Butcher made a motion that was seconded to continue the public hearings for Ocean Rd. South and Bay Ave. to March 6, 2007 at 7:55 p.m. and 7:56 p.m., respectively.  The vote was 6 – in favor; 0 – opposed.  Motion passed.

CONT’D. PH, CARROLL, 91 GURNET RD., SE 18-1397
The Commission reviewed photographs of the site that showed the condition of the existing structure in its partially demolished state.  The Commission confirmed that the proposed project was a reconstruction of the single family dwelling and not just installation of a pile foundation.  Dr. Gill made a motion that was seconded to issue Orders of Conditions for reconstruction of the dwelling on an open-pile type foundation.  The vote was 6 – in favor; 0 – opposed.  Motion passed.

ADMINISTRATIVE MATTERS
The Commission reviewed requests for Certificates of Compliances for SE 18-1321 (129 Flint Locke Dr.); SE 18-1348 (379 King Caesar Rd.); and SE 18-1282 (170 Lake Shore Dr.).  Action was postponed on the request for SE 18-1321 for an accurate as-built plan.

Mr. Merry made a motion that was seconded to issue a Certifciate of Compliance for SE 18-1348.  The vote was 6 – in favor; 0 – opposed.  Motion passed.
