Conservation Comm. Minutes - 2003/08-05
The Conservation Commission held a meeting in the Basement Mural Room of Town Hall on Tuesday, August 5, 2003 beginning at 7:30 p.m.  Members present were Chairman Friend Weiler, Thomas Gill, Anne Hill, Joseph Messina, and Arthur Vautrain. Samuel Butcher and Brendan Halligan were absent.

CONT'D. PH, STRIAR, TANGLEWOOD TRAIL, SEPTIC, SE 18-1203
The applicant sent a written request asking for a continuation of the public hearing since the Board of Health had not acted upon the plan.  Mr. Vautrain made a motion that was seconded to continue this public hearing to August 19, 2003 at 9:05 p.m.  A vote (5 - 0) was taken and the motion passed.

CONT'D. PH, WILLIAMS, 66 CAPTAINS HILL RD., SE 18-1212
Representing the applicant were the property owner, Joanne Williams and Terry Chase from Stenbeck & Taylor.  The applicant submitted a revised plan that relocated some of the wetland flags as a result of a site visit with the Conservation Administrator.  The proposed project conformed to the regulations.  Dr. Gill made a motion that was seconded to issue Orders of Conditions.  A vote (5 - 0) was taken and the motion passed.

PH, O'SULLIVAN, 30 AMADO WAY, POOL, SE 18-1217
The applicant, James O'Sullivan and his engineer, Robert Crowley were present for the discussion.  The proposed project was site work and installation of a pool.  The proposed pool location is 73 feet from the bordering vegetated wetlands.  The project conformed to the regulations.  Dr. Gill made a motion that was seconded to issue Orders of Conditions.  A vote (5 -0) was taken and the motion passed.

PM, KENT, 433 WASHINGTON ST., DEMOLITION & SITE WORK
Representing the applicant was Jackson Kent and Abdul Hamadeh from ASEC Corp.  It was noted that Ms. Hill and Mr. Messina were customers of the applicant. Mr. Kent explained the project, which was to demolition an existing building, and construct an addition to the front building that is outside the jurisdiction of the Conservation Commission.  The area of the demolition would be graded and graveled.  The applicant was also making improvements to the surface drainage and slightly reducing the amount of impervious cover in the buffer zone.  Dr. Gill made a motion that was seconded that a Notice of Intent is not required for the proposed project.  A vote (5 - 0) was made and the motion passed.



PM, MCKENZIE, 260 TEMPLE ST., DECK
The applicant, Michael McKenzie explained the project, which was to demolish the existing deck and construct a new larger deck.  The proposed project conformed to the regulations.  Dr. Gill made a motion that was seconded to issue a negative determination that a Notice of Intent is not required.  A vote (5 - 0) was taken and the motion passed.

ADMINISTRATIVE MATTERS
The Commission reviewed a request for a Certificate of Compliance for SE 18-26.  The request indicated that the work was never done.  Mr. Vautrain made a motion that was seconded to issue a Certificate of Compliance that certifies that the work regulated by the Order of Conditions SE 18-26 was never commenced.  The Order of Conditions has lapsed and is therefore no longer valid.  No future work subject to regulation under the Wetlands Protection Act may be commenced without filing a new Notice of Intent and receiving a new Order of Conditions.  A vote (5 - 0) was taken and the motion passed.

Dr. Gill made a motion that was seconded to pay from the Conservation Fund a bill for $53.59 for vehicle repairs.  A vote (5 - 0) was taken and the motion passed.

Dr. Gill made a motion that was seconded to pay $83 from the Conservation Fund for the mowing of the Swanson conservation land.  A vote (5 - 0) was taken and the motion passed.

Dr. Gill made a motion that was seconded to spend $82 from the Conservation Fund for costs associated with the Snug Harbor grant application.  A vote (5 -0) was taken and the motion passed.

Dr. Gill made a motion that was seconded to approve the minutes of the meeting for 5/13/03, as written.  A vote was taken (5 - 0) and the motion passed.
